Officials have urged the government to abolish the quota system in deputy secretary recruitment, advocating for a merit-based process.
To make the civil service people-friendly, 25 BCS cadres organization Inter-Cadre Discrimination Elimination Council (ICDEC) held a discussion at the Krishibid Institution Bangladesh auditorium on Friday.
Thousands of members of the organization joined the discussion.
ICDEC Coordinator Dr Muhammad Mofizur Rahman said: "We have proposed the appointment of officers based on examination from all cadres by canceling the quota system for the post of deputy secretary.”
ICDEC has proposed a solution that includes quota removal on deputy sectary appointments, ensuring professionalism to make action-oriented ministries, and removing ongoing discrimination among cadres.
Mohammad Neamat Hossain, convenor of the BCS Health Cadre Association remarked that since the inception of the Bangladesh Civil Service, prioritizing a particular cadre has often hindered the development of other cadres.
ICDEC has voiced its opposition to the proposed exclusion of the Health and Education cadres from the civil service.
General Secretary of BCS Poribar Porikolpona Association said: “If other people make our policy, it will not be people-friendly.”
“In this civil service, one cadre is in the position of the ruler. They are depriving other cadres,” he added.
Salmon Hasan Biplob, senior assistant director of the Department of Fisheries said: “Inter cadre discrimination is hindering people-friendly civil service.”
President of Bangladesh Railway Officers Association, SM Mohiuddin said: “To improve people’s lifestyle, reformation is essential."
