Rajdhani Unnayan Kartripakkha (Rajuk) should also be blamed for the death in the massive explosion in Dhaka's Siddikbazar area, said an official.
Rajuk Director (Zone-5) Hamidul Islam made the statement that after visiting the blast site in Siddikbazar on Wednesday.
Hamidul Islam said: "It is normal that the responsibility of the death will fall on Rajuk."
He also said: "I cannot say about the legal status of the building.”
He continued: “Today is a public holiday. The documents were are yet to be checked as the office is closed. When the office opens tomorrow (Thursday), it will be possible to provide details about the approval of the building. The current condition of the building can also be clarified by looking at the documents.”
He said a five-member investigation committee has been formed by Rajuk in this connection.

On Tuesday, at least 19 people were killed and over 100 others injured in a massive explosion in a seven-storey building near a BRTC bus counter at Siddikbazar in Gulistan area of the capital.
Among the injured, 11 people have been undergoing treatment at the Sheikh Hasina National Institute of Burn and Plastic Surgery.
Meanwhile, the government has announced financial assistance of Tk50,000 each to the families of those killed in the explosion. Relatives are receiving financial assistance from a temporary tent set out by the district administration in front of the emergency gate of Dhaka Medical College Hospital by showing the death certificate of the deceased.
