Chief Justice Syed Refaat Ahmed submitted a proposal to the law ministry on Sunday, recommending the establishment of a separate secretariat for the judiciary.
The Supreme Court administration, in a press release, said the chief justice had previously made this proposal in his speech on September 21, while addressing judges, lawyers, and judicial officials from across the country at the Inner Garden of the Supreme Court.
In his speech, the chief justice announced a zero-tolerance policy against corruption in the judiciary, emphasizing the need to formulate a roadmap to regain public confidence through transparency and integrity in the judicial process.
"The objective of an equitable judiciary is to protect the people, society, and the state by ensuring the impartial resolution of disputes within a short time and at a low cost. It is crucial to separate the judiciary from the executive and legislature to ensure its independence," he stated.
The chief justice stressed the urgent need to establish a separate secretariat under the Supreme Court for the true independence of the judiciary, calling it the first step toward judicial reform.
After the establishment of the judicial secretariat, the chief justice said one of the tasks to bring about a qualitative change in the judiciary would be to ensure the appointment of judges based on merit, honesty, and efficiency, rather than personal preferences.
He also emphasized that ensuring the financial independence of the judiciary is a prerequisite for its independence.
