The probe committee formed by the Ministry of Social Welfare has submitted its investigation report over the incident that left three teenagers dead and 15 others injured at the Jessore Juvenile Development Centre (JDC).
Confirming the matter, Jessore Additional District Magistrate Md Abul Lais, head of the investigation committee, said that a 27-page report had been submitted to the ministry via an email Tuesday night.
“The report made eight observations and 10 recommendations. Besides it also assessed the responsibilities of the JDC officers.”
“The report also included the cause of the incident and whether the steps taken by the JDC officers subsequently were appropriate or not,” he added.
On August 14, the day after the incident, the Ministry of Social Welfare formed a three-member investigation committee headed by Jessore Additional District Magistrate Md Abul Lais.
They were asked to submit the report in five working days. However, on August 19, they requested the ministry to extend the submission period by another week.
Previously, a two-member investigation committee commissioned by the Department of Social Services had already submitted its report citing negligence and carelessness of the JDC officers.
On August 13, JDC officers inflicted excruciating torture on a number of youths of the centre, leaving three of them dead and 15 injured.
The deceased were identified as Parvez Hasan Rabbi, Rasel alias Sujon, and Nayeem Hossain.
Police rescued the injured and admitted them to Jessore General Hospital.
On August 15, a police investigation found five juvenile correctional officers responsible for torturing the teenage boys to death.
The five correctional officials are: Abdullah Al Masud, assistant director, Masum Billah, probation officer, Mushfiqur Rahman, psychosocial counsellor, Omar Faruk, technical instructor, and AKM Shahanur Alam, physical instructor.
The next day, eight juvenile inmates were arrested for their suspected involvement in a case filed over the deaths.
