The High Court in a ruling has asked the government to explain as to why it should not be directed to compensate Tk30 lakh to the family of five-year-old Ismail Hossain Nirob .
The HC bench of Justice Farah Mahbub and Justice Kazi Md Ejarul Haque Akondo came up with the rule responding to a writ petition filed by Children's Charity Bangladesh Foundation.
It asked the defendants including the home secretary, WASA chairman, mayor of Dhaka South City Corporation and its secretary to come up with the answer within four weeks.
The court also ordered the officer-in-charge of Kadamtali police station to inform in three months about the steps taken against the persons responsible for the incident.
Five-year-old Nirob Hossain Ismail died after falling into sewerage in the capital's Shyampur area on December 8. The organisation filed the petition on Sunday.
Barrister Abdul Halim, who filed the writ and represented himself at the court, said in the ruing the court asked as to why a common order will not be issued to ensure safety for all the manholes, pipes, wells, tube wells and holes in the capital city.
It asked the authorities concern to file a report within three months before it about the list of pipes, manhole, sewerage lines in the capital following locals and maps of the city.
The court also issued three directives. It asked to identify the manhole and land's owner where child Nirob fell into it. If the land is belonged to Shyampur-Kodomtoli Indus tires Owners' Association, the court asked to find out on which condition the organisation was given the land.
Shyampur executive officer and assistant land commissioner will find out the facts in three months and file a report before the court.
A total of 13 officials including the home secretary, WASA chairman, Dhaka North City Corporation's mayor had been made defendants in the writ petition.
