Awami League permitted to hold rally under 22 conditions

The Dhaka Metropolitan Police (DMP) has permitted the Dhaka Metropolitan South Awami League to hold a rally at Bangabandhu Avenue on Saturday under 22 conditions.

Deputy Police Commissioner (Operations) Md Abu Yusuf informed the matter on behalf of the DMP commissioner in a letter to Awami League Dhaka South unit Office Secretary Mohammad Riaz Uddin.

DMP's letter said: “In view of the application made on January 22, permission was granted for the rally titled 'Peace and Democracy' organized by Dhaka Metropolitan South Awami League at Bangabandhu Avenue at 3pm on Saturday, subject to the following conditions being duly observed.” 

The conditions given by DMP are —

(1) This permit is not permission to use the space, permission must be obtained from the concerned authorities for using the space.

(2) The terms and conditions specified in the space usage permit must be duly observed.

(3) All activities of the “Peace and Democracy” gatherings shall be restricted to authorized places.

(8) Sufficient number of volunteers (with visible ID cards) should be recruited under their management for security.

(5) According to the instructions of the local police administration, high-resolution CCTV cameras should be installed inside and outside the venue under its management.

(6) Archways should be established at each entry gate under its management and arrangements should be made for (intrusive) checking of arrivals at the “Peace and Democracy” rally ground using hand metal detectors.

(7) All the vehicles coming to the gathering place should be searched through a vehicle scanner or search mirror (mirror) under their management.

(8) The gathering place should have a firefighting system under its management.

(9) Limited use of microphones/audio equipment to prevent noise pollution. In no case should microphones or loudspeakers be used outside of the approved area.

(10) Projectors shall not be placed outside the permitted area.

(11) Microphones or loudspeakers shall not be used during Adhan, Namaz and other religiously sensitive times.

(12) People can come to assemble two hours before the commencement of the “Peace and Democracy” rally.

(13) Caricatures, speeches or propaganda on any subject likely to hurt religious sentiments shall not be allowed.

(14) The stage shall not be used for any purpose other than the activities of the “Peace and Democracy” rally.

(15) Under no circumstances shall obstruction be caused to the movement of vehicles on the main road.

(16) Vehicles must be parked in designated parking areas, no cars can be parked on the main road.

(17) Any activity that disturbs law and order and public safety shall not be allowed.

(18) No anti-state activity or speech shall be given.

(19) No inflammatory speech shall be made or pamphlets distributed.

(20) The organizing authority will be responsible for breaking of law and order or any untoward situation.

(21) If the said conditions are not duly complied with, this permission order shall be deemed to be cancelled with immediate effect.

(22) DMP reserves the right to cancel this permission order without assigning any reason.

On Tuesday night, a press release signed by Dhaka Metropolitan Awami League Dhaka South unit Office Secretary Mohammad Riaz Uddin said that Dhaka Metropolitan South Awami League will hold a “Peace and Democracy” rally at Bangabandhu Avenue at 3pm on Saturday. 

Awami League General Secretary Obaidul Quader will be present as the chief guest.
