Cabinet okays draft of CAAB bill

The cabinet has given its final approval to the draft of Civil Aviation Authority Bill 2016, with an aim to make a more time–befitting law.

The approval came at yesterday’s regular cabinet meeting at the secretariat with Prime Minister Sheikh Hasina in the chair.

After the meeting, Cabinet Secretary Shafiul Alam told reporters that the civil aviation authority act should be time-befitting if the country wanted to upgrade its airports to international standards.

The new act will replace the previous civil aviation authority ordinance that has already been cancelled by a court, Shafiul said. “The new act will comply with the conditions of International Civil Aviation Organisation.”

The Civil Aviation Authority Bangladesh (CAAB) will have a governing body led by the civil aviation minister, while the civil aviation secretary would be an ex officio member.

Other members of the body would be the secretaries from the foreign, finance, land, and law ministries and the National Board of Revenue, he added.

“Two major tasks of the governing body will be to handle the financial operations of the authority and to give directives and advise to Civil Aviation Authority Bangladesh.”

The CAAB would consist a chairman and several members, while a meeting quorum would be reached if three board members attend.

The civil aviation authority will handle aircraft management for local and foreign airlines as well as dealing with flight schedules and aircraft accidents across the country, Shafiul said.

The cabinet secretary also said the CAAB will be authorised to issue licence and charges to airlines companies.
