The twenty-first century is witnessing profound transformations propelled by technological innovations, realignments in global power structures, climate change challenges, and the rapid advent of artificial intelligence (AI). Nations that adeptly navigate these complexities through strategic foresight and robust policy frameworks are poised to assert themselves as frontrunners in the global economic and technological landscapes.
For Bangladesh, the focus has evolved from merely sustaining economic growth to crafting a comprehensive national strategy that will enable the country to transition into a competitive, innovation-centric player on the world stage.
Over the past 50 years, Bangladesh has experienced substantial economic growth, successfully navigating the challenges posed by its post-war context to emerge as a leading economy in South Asia.
The ready-made garments (RMG) sector has evolved significantly, transitioning from a primarily NGO-driven, microeconomic model to a robust manufacturing-based economy with a macroeconomic perspective.
This evolution has positioned Bangladesh as the second-largest exporter of RMG globally, contributing to the alleviation of poverty for millions and resulting in notable improvements in life expectancy and socio-economic conditions since the 1980s.
However, this growth narrative is marred by serious issues related to the industry’s deregulation and widespread labour exploitation. Workers in the RMG sector are subjected to some of the lowest minimum wages worldwide, raising critical concerns regarding ethical labour practices and the sustainability of the economic benefits generated. This situation underscores the paradox of the sector's contribution to global supply chains while simultaneously facilitating systemic socio-economic disparities.
The scholarly discourse surrounding the politico-economic dynamics among core, peripheral, and semi-peripheral nations remains significant and, at times, unavoidable.
As articulated by David Harvey, a prominent British-born American scholar in the field, globalization, and neoliberalism function as strategic macroeconomic and political mechanisms employed by core nations to exert control over peripheral and semi-peripheral economies. This approach effectively constrains the potential for these less economically stable nations to achieve self-sufficiency.
Nevertheless, while the concerns raised by scholars such as David Harvey regarding control by core nations are valid, it is essential to consider the broader context, including the opportunities globalisation can present, the internal factors shaping development in peripheral nations, and the evolving nature of global economic relations.
I have authored several articles analyzing key elements such as the flow of capital, technological advancements, demographic shifts, and cultural exchanges within the context of globalization and the neoliberal paradigm.
This framework has fostered interconnectivity among core, peripheral, and semi-peripheral nations. A predominant argument posed by advocates of globalization and neoliberalism is that the World Trade Organization (WTO) Free Trade Agreements (FTAs) have enabled peripheral and semi-peripheral nations to reap substantial benefits from increased capital inflows. Nevertheless, this assertion warrants scrutiny.
Despite the influx of investment, the trajectory of technological development in these regions, particularly in countries like Bangladesh, raises critical questions. We must closely examine whether we are witnessing a genuine industrial revolution in Bangladesh, as the implications of these developments are crucial for our understanding of the broader economic landscape.
The global economic landscape is undergoing significant transformation, driven primarily by advances in automation, robotics, artificial intelligence, and digital technologies. These developments are profoundly reshaping both manufacturing and service sectors.
The erosion of traditional competitive advantages, particularly those linked to low-cost labour, is driving a transition towards more technology-oriented supply chains. Consequently, investors are increasingly channelling their focus toward innovation ecosystems, research and development capabilities, sustainability initiatives, and the quality of institutional frameworks.
For Bangladesh to sustain its competitive position in this rapidly evolving context, it is essential to implement a development framework that prioritizes knowledge-driven strategies, technological integration, productivity enhancement, and robust governance structures. This strategic pivot necessitates proactive, anticipatory policymaking that addresses emerging challenges rather than merely responding to them reactively.
Effective policy measures must foster an innovation-friendly ecosystem while protecting public interests. Given the rapidly changing technological landscape, a coherent, long-term strategic approach is critical; reactive, fragmented responses will be insufficient to navigate the complexities and demands of this new environment.
AI stands at the forefront of transformative opportunities in contemporary society, poised to disrupt sectors such as healthcare, education, agriculture, manufacturing, logistics, finance, public administration, cybersecurity, and scientific research. Countries that strategically invest in AI not only cultivate high-value industries and attract global investment but also create millions of skilled jobs. For Bangladesh, the imperative is to evolve from merely consuming AI technologies to becoming a significant contributor to AI innovation.
To achieve this, the foundation of national policy should be education. With one of the youngest populations worldwide, Bangladesh has a demographic advantage that exceeds many developed countries. However, demographics alone will not suffice for economic advancement.
It is essential for higher education institutions, vocational colleges, and schools to revamp their curricula by incorporating subjects such as artificial intelligence, data science, machine learning, robotics, cloud computing, cybersecurity, software engineering, and digital entrepreneurship. In addition to technical acumen, nurturing competencies in critical thinking, creativity, communication, and problem-solving is vital.
Significant emphasis must also be placed on teacher training. Establishing state-of-the-art laboratories, ensuring access to high-speed internet, creating digital classrooms, and developing AI research facilities are crucial steps to enhance graduates' global competitiveness.
Forming partnerships with leading international universities can facilitate knowledge exchange and collaborative research. Additionally, targeted scholarships for advanced studies in fields like science, engineering, medicine, and computer science will cultivate a new generation of innovators equipped to navigate and lead Bangladesh through the complexities of the Fourth Industrial Revolution.
Economic diversification represents a critical strategic imperative for sustained economic resilience. While the RMG sector has achieved notable recognition and serves as a cornerstone of national pride, overreliance on this single export stream introduces significant vulnerabilities.
Bangladesh must proactively cultivate a diverse array of sectors, including pharmaceuticals, information technology, semiconductor assembly, biotechnology, renewable energy, medical devices, shipbuilding, agro-processing, financial technology, and creative digital industries. The integration of AI-driven manufacturing and the establishment of smart factories are essential for enhancing productivity and maintaining competitiveness in the increasingly fractious global market.
Small and medium-sized enterprises (SMEs) are crucial for economic growth, job creation, and fostering innovation. To enhance their competitive edge in both regional and international markets, it is essential to establish robust institutional frameworks.
This includes streamlining access to capital, implementing scalable digital services, developing business incubators, integrating AI initiatives, and providing comprehensive export support mechanisms. Government-funded innovation funds and startup accelerators are critical to supporting young entrepreneurs by providing the resources needed to turn innovative ideas into viable business models.
Moreover, a thorough digital transformation of public administration is imperative. The integration of AI into governance can significantly mitigate bureaucratic inefficiencies, enhance tax compliance, and optimize public procurement processes.
It can also transform healthcare delivery, streamline judicial systems, oversee infrastructure projects, and improve disaster response mechanisms. Shifting to digital public services can promote transparency, reduce opportunities for corruption, and lower administrative costs. These advancements will enable citizens to access government services more quickly and reliably, thereby reinforcing public confidence in government institutions.
In Bangladesh, agriculture remains a fundamental sector, essential for ensuring food security. The adoption of AI-driven precision agriculture techniques -- encompassing satellite imagery analysis, climate modelling, automated irrigation systems, soil health diagnostics, and intelligent pest management -- can greatly enhance crop yields while lowering production costs.
The utilization of mobile technology integrated with AI can provide farmers with real-time insights on optimal planting times, weather forecasting, fertilizer application, and market pricing. This approach not only improves rural livelihoods but also encourages sustainable agricultural practices.
In the healthcare sector, there is substantial scope for technological enhancement. AI applications in medical imaging, predictive disease models, telehealth services, electronic medical records, and analytics can transform healthcare accessibility in both urban and rural settings. Bangladesh can also employ AI for robust epidemic surveillance, maternal health monitoring, and emergency management systems, which could substantially reduce preventable mortality and strengthen public health infrastructure.
Climate change presents a significant long-term threat to Bangladesh, characterized by rising sea levels, increased storm intensity, flooding, and riverbank erosion. These factors collectively compromise economic resilience and threaten human security.
To address these multifaceted challenges, it is imperative to implement comprehensive policies that harness artificial intelligence technologies. Enhancements in weather forecasting, disaster preparedness, coastal monitoring, flood risk assessment, and ecological conservation are essential.
Investment in cutting-edge green technologies, renewable energy projects, and sustainable urban planning should be integral to the national development strategy. Rapid infrastructure development is crucial to meet the evolving economic demands.
The establishment of modern transportation hubs -- including ports, airports, highways, and railways -- alongside logistics centres, a reliable power grid, broadband internet, and data facilities will facilitate industrial growth and attract foreign direct investment.
The incorporation of AI-driven smart infrastructure can streamline traffic management, optimize energy efficiency, and enhance public safety while reducing operational costs.
Furthermore, institutional quality plays a pivotal role in the effectiveness of these policies. A robust framework characterized by transparent governance, an independent judiciary, stable regulatory environments, efficient public administration, and rigorous anti-corruption measures is essential for fostering both domestic and international investment.
Investors seek enduring stability, accountability, and predictability, valuing these traits over ephemeral incentives. Effective institutions are indispensable for transforming ambitious policy objectives into concrete economic outcomes.
Strengthening international partnerships is also crucial. Strategic alliances with regional and global economies can facilitate technology transfer, collaborative research efforts, foreign direct investment, academic collaborations, and access to sophisticated manufacturing techniques. Active participation in global AI governance frameworks will enable Bangladesh to influence international standards while protecting its own national interests.
Technological advancements should not undermine human dignity or ethical standards. Effective governance frameworks for AI must emphasize accountability, algorithmic transparency, data privacy, cybersecurity, and the principle of non-discrimination. For public trust in AI systems to be established, it's crucial that regulations successfully balance innovation with the protection of fundamental human rights.
A significant challenge lies in achieving policy coherence and stability that endures beyond changes in political leadership. For sustainable development, it is vital to foster long-term consensus, encourage robust inter-institutional collaboration, and adopt an evidence-based approach to decision-making.
Despite potential political shifts, essential national priorities - such as education, innovation, infrastructure development, climate resilience, digital transformation, and human capital investment -- should remain focal points. A comprehensive National AI Strategy, encompassing specific objectives, regular evaluations, and collaborative efforts among government agencies, academia, the private sector, and civil society, can support this continuity.
Bangladesh has shown notable resilience, innovation, and collective action in facing challenges. As the nation strides into its next phase of development, there is an urgent need for greater ambition. The ongoing AI revolution offers extensive opportunities alongside potential disruptions; therefore, countries that proactively adapt are positioned to influence the future global economy.
Achieving core nation status entails more than GDP growth or export increases. It requires establishing a robust innovation ecosystem, becoming a magnet for foreign direct investment, leading sustainable development initiatives, and building institutions that garner global trust. This ambition demands visionary leadership, strategic policy formulation, investment in human capital, and a steadfast commitment to the principles of good governance.
The future trajectory of global influence will favour those nations that adeptly integrate human resources with technological innovation. Bangladesh has the necessary talent, resilience, and ambition to thrive in this landscape. By developing effective policy frameworks, responsibly integrating AI technologies, and crafting a comprehensive long-term national vision, Bangladesh can transition from an emerging economy to a key player on the global stage.
While the path may present challenges, with appropriate policies and unified resolve, Bangladesh can position itself as a formidable leader in an AI-driven world, rather than merely participating in it.
To foster a robust AI innovation ecosystem, Bangladesh can implement several specific strategies:
- Strengthening Research and Development (R&D): Establish dedicated AI research centres and fund R&D initiatives in universities and tech incubators. Encouraging partnerships between academic institutions and the private sector can drive innovation and application of AI technologies.

- Developing AI policies and regulations: Formulate clear policies and regulatory frameworks that encourage AI development while addressing ethical concerns, data privacy, and intellectual property rights.
- Enhancing data infrastructure: Invest in data collection, sharing, and management systems to ensure businesses and researchers have access to high-quality data essential for training AI systems.
- Building networking opportunities: Organize hackathons, innovation challenges, and AI conferences to foster collaboration among researchers, industry leaders, and entrepreneurs.
To ensure equitable access to education and technology for all regions of Bangladesh, the government can take the following actions:
- Infrastructure development: Improve internet connectivity in rural and underserved areas to provide students and communities with access to digital resources and educational platforms.
- Decentralized learning centres: Establish community learning centers equipped with computers and internet access, offering both educational resources and technology training.
- Teacher training programs: Implement nationwide training programs for teachers that focus on digital literacy and innovative teaching methods, enabling them to better integrate technology into their curricula.
- Subsidized technology access: Offer subsidies or low-cost options for students and educational institutions to access computers and learning devices, ensuring that financial constraints do not hinder technology adoption.
- Inclusive curriculum development: Ensure that curricula reflect the needs and contexts of diverse regions, focusing on relevant skills and knowledge that consider local challenges and opportunities.
International partnerships can play a crucial role in advancing Bangladesh's AI capabilities and technological infrastructure through:
- Collaborative research projects: Partnering with leading global universities and research institutions can facilitate knowledge exchange and joint research initiatives, enhancing local expertise in AI.
- Capacity building programs: Collaborations with international organizations can provide training for Bangladeshi educators, entrepreneurs, and policymakers in AI technologies and their applications.
- Investment and funding opportunities: International collaborations can attract foreign direct investment (FDI) and philanthropic funding, thereby supporting local AI initiatives and infrastructure improvements.
- Technology transfer agreements: Establishing partnerships focused on technology transfer can help local firms acquire the skills and technologies needed to innovate and compete globally.
- Participation in global AI networks: Engaging with international AI forums and networks can position Bangladesh as an emerging player in the global AI landscape, facilitating access to best practices, resources, and opportunities for collaboration.
Combining these strategies can significantly enhance Bangladesh's position in the global AI ecosystem while ensuring that technological advancements benefit all regions of the country.
However, it is to be well-noted that with a large population, Bangladesh might struggle to implement all these pieces of recommendations if the national government has failed to collaborate effectively with the local and international development partners, such as the International Monetary Fund (IMF), the World Bank, and the Asian Development Bank (ADB) are pivotal in the financial framework supporting developing nations, including Bangladesh. Key UN agencies play significant roles in addressing social, health, and developmental challenges in the country.
The European Union (EU) engages with Bangladesh primarily through initiatives focused on trade, governance, and human rights, supporting various development projects to enhance socio-economic stability. It is crucial for Bangladesh to forge cooperative political and economic relationships with key global partners, including the United States, Canada, the United Kingdom, Japan, Australia, China, Russia, and other EU member states. Such collaborations are essential for advancing joint initiatives across critical sectors such as health, education, and infrastructure development, ultimately contributing to the country's sustainable growth and development trajectory.
In several of my pieces, I have repeatedly emphasised that achieving political stability, curbing corruption, and creating jobs for millions of young people in Bangladesh are essential to facilitating substantial socio-economic development.
Despite numerous positive attributes, ongoing political instability, corruption at the grassroots levels, and unemployment hinder Bangladesh's potential to emerge as a critical player on the global stage. Addressing these instability issues is imperative for fostering a more favourable environment conducive to long-term growth and development for Bangladesh.
