Rising concrete, drowned cities

Our cities are being drowned and this urban crisis can no longer be ignored

By the time the water pulls back from the narrow alleys of Khatunganj, Chittagong's bustling wholesale commodity hub, it has already done its accounting: A grey line halfway up the shop shutters, a skin of silt across the floor. 

For merchants like Jalaluddin, a mid-sized trader of lentils and spices in these lanes, a heavy July downpour no longer means a temporary halt; it means a calculated loss. The downpour was heavy, certainly, but predictable. A monsoon city has no excuse for being surprised by the monsoon. 

What he did not bargain for is a road outside that has been raised so many times his threshold now sits a step below it. Jalaluddin is not fighting the sky; he is living at the bottom of a concrete bowl the city built around him. 

This urban drowning is normalized as an inevitable act of nature, ignoring that it is a crisis by design.

Why our cities are being drowned

For years, we have pointed at the sky, blaming unprecedented rainfall, upstream runoff, climate change, and the plain misfortune of living on a delta. But looking exclusively at the sky misses the point. 

While shifting climate patterns do trigger more intense bursts of rain, treating waterlogging as a purely meteorological crisis overlooks the physical reality on the ground. Our drainage architecture has reached the limit of what it was built to carry. 

Dhaka’s network, for instance, was designed to handle a mere 10 to 15 millimetres of rain per hour, a threshold an ordinary monsoon morning easily crosses. 

Yet, heavy rain alone cannot explain why geographically distinct cities experience identical bottlenecks. The real issue is developing slowly beneath our feet: Urban land subsidence.

Decades of chaotic growth have forced pumping massive volumes of drinking water from deep underground, causing the water table to drop by roughly two metres every year in dense urban areas. 

As these aquifers deplete, the soft delta sediments compact, causing the surface to settle. Satellite data confirms that parts of both Dhaka and Chittagong are gradually settling. This shifting topography complicates traditional engineering. 

Drainage relies on gravity and accurate slopes. When the city sinks while the receiving river networks maintain their baseline, the drainage gradient flattens. Pumping water out becomes physically impossible. Simply raising roads or building higher embankments offers temporary relief when the very ground beneath them is settling lower.

Diverse terrain, uniform failure

What is most striking is how this exact pattern of failure replicates itself across the country, independent of local geography. 

Bangladesh's major urban centres feature radically different terrains, yet they demonstrate an identical vulnerability to the rain. Dhaka is a flat, river-bound metropolis; Chittagong is defined by coastal hills and tidal dynamics. Sylhet occupies a rain-heavy northeastern depression, Khulna sits on a low coastal delta, and Comilla spans the eastern plains.

Despite these geographic contrasts, the fundamental vulnerability in each city stems from the gradual reduction of natural water-retention spaces. 

In Dhaka, essential wetlands and retention ponds have been steadily swallowed by built-up real estate. In Chittagong, rampant hill-cutting flushes loose topsoil into the drainage network, rapidly silting up the city’s canal networks and rendering them ineffective when tides run high. The topography changes, but the underlying philosophy is the same: Treating natural water-retention spaces as land waiting to be paved over.

The invisible toll 

Beyond the familiar television footage of gridlocked, waterlogged streets lies an invisible economic toll that national accounting mostly misses. 

A city paralyzed by stormwater means millions of lost labour hours as workers remain trapped in static traffic or stranded at home. While major corporate entities insulate themselves with insurance policies and sprawling supply chains, small and medium enterprises, the actual spine of the urban economy, carry the brunt of the crisis without a safety net. For a neighbourhood grocer or a localized trader, one severe waterlogging event can wipe out their whole working capital overnight.

And when the city raises the road, as it did outside that Khatunganj wholesale market shop, the floodwater does not magically vanish. It is simply pushed out of public view, away from the news cameras, and directly into private stockrooms. There, behind closed shutters, the owner is forced to absorb the ruin alone or turn to high-interest informal loans just to restock.

The financial erosion does not stop on the shop floor; it compromises public health, education, and basic utilities. School closures disrupt the academic calendars, inflicting a permanent setback on students. 

Emergency care grinds to a halt on submerged roads. When a flooded intersection delays an ambulance, transforming a manageable medical emergency into a fatality, the tragedy is absent from official city records. 

Simultaneously, critical telecommunications infrastructure experiences higher operating costs as base stations flood, and municipal utilities spend millions repairing water-damaged infrastructure, driving up baseline maintenance expenditures.

The crisis has now penetrated the financial sector. Domestic insurance companies are restructuring premiums and denying coverage to properties located within chronic flooding zones, leaving whole communities financially exposed. 

Institutional efforts to quantify these compounding failures remain alarmingly thin. The Bangladesh Institute of Planners estimates that the damage from waterlogging together with traffic gridlock sits at roughly Tk 12,000 crore annually, a baseline figure that heavily underestimates the real damage. 

Because the state does not systematically track these cascading socio-economic impacts, they remain invisible during national budget allocations. Ultimately, what goes unmeasured is treated as nonexistent, leaving the crisis permanently unfinanced and unresolved.

The construction trap

Persistent urban flooding across Bangladesh is not driven by a lack of capital investment. Dhaka’s two city corporations built and overhauled more than 334 kilometres of drains and box culverts between 2021 and 2024, representing a fraction of Tk 1,316 crore funneled into capital drainage over over five years. 

Chittagong is currently deploying four massive flood-mitigation initiatives valued nearly Tk 14,000 crore, of which over Tk 10,000 crore has already been spent, yet its commercial wards still left chest-deep in stormwater this year. 

Similarly, Khulna has spent roughly Tk 750 crore of a Tk 823 crore drainage modernization scheme, yet the city experiences the same failures. The shortfall lies in what we choose to build with that money.

Our city planning is obsessed with visible capital works, building new assets that offer easy ribbon-cutting ceremonies, while long-term operations are systematically starved. But an unmaintained drain is worse than no drain at all. 

A sluice gate left without regular clearance becomes an artificial dam; a box culvert built without structural access hatches inevitably chokes on subterranean solid waste.

Khulna illustrates the absurdity of this approach perfectly. Most of the drains built under its latest modernization scheme were covered without any automated way to clean them, so routine repairs now rely on municipal workers lifting heavy concrete slabs by hand.

The structural failure runs even deeper, aggravated by a complete lack of inter-utility coordination. Lacking a centralized spatial database, individual agencies independently slice water mains and fiber-optic cablesstraight through active drainage arteries, creating internal mesh that traps debris and paralyzes water flow. 

Despite this, because municipal progress is audited through abstract indicators like “kilometres built” or “percentage complete,” these mega-projects are hailed as absolute triumphs. They are celebrated as nearly finished the very same week that the surrounding neighborhoods go underwater. In our current bureaucratic calculus, whether a city stays dry is the one performance metric never actually measured.

A fragmented urban mandate

Behind every flooded street is a fractured governance model. Handing primary drainage control from central water authorities to local city corporations has reshuffled administrative titles, but it hasn't dried up a single road.

Stormwater management across any given urban basin remains split among municipal corporations, development authorities, water boards, and isolated utilities. The institutional neglect is systemic. Half a decade after inheriting the capital’s drainage portfolio, Dhaka South operates without a single department dedicated to waterlogging. 

Across the boundary, Dhaka North reports that sizeable pockets of its own jurisdiction drain through systems it does not control. When every agency owns only a fraction of the line, failures are inevitably blamed on the next office over. Pass-the-buck bureaucracy has effectively replaced structural maintenance across Bangladesh.

Institutional neglect is reinforced by an economic model that disincentivizes conservation. According to urban planning assessments, the natural water-retention footprint across our major cities has collapsed over the last three decades; in Dhaka alone, the official Detailed Area Plan records surface water bodies shrinking from 20.57% of the city's surface area in 1995 to just 2.9% by 2023. 

A natural pond performs vital storm-buffering services without ever appearing on a municipal balance sheet. Conversely, the moment that retention space is filled with earth, it transforms into taxable real estate. 

Because municipal frameworks monetize the reclaimed plot while ignoring the economic devastation of a drowned neighborhood, predatory reclamation remains the default business model nationwide from Chittagong to Sylhet.

Regulatory enforcement is frequently crippled by local influence, keeping this cycle alive no matter how many new capital projects are announced. Yet the path forward does not require reinventing our cities. 

Researchers at the River and Delta Research Centre estimate that recovering and reconnecting just 15 of Dhaka’s main encroached canals could remove up to 80% of its recurrent monsoon waterlogging. 

The hydrology of our delta hubs remains very predictable. The water still remembers its natural path; we have simply chosen to build over the roads it used to take.

The cost of stalled cargo

Beyond domestic inconvenience, this vulnerability is a direct threat to international confidence. A country actively positioning itself as a reliable alternative for global manufacturing supply chains cannot afford unpredictable infrastructure. 

Yet, every monsoon, global buyers and prospective investors are greeted with images of flooded export processing zones and cargo truck logjams on submerged trade corridors. When a shipment of ready-made garments misses its vessel because a primary highway goes underwater, the damage to our national reliability is immediate and self-inflicted.

Foreign investors do not care about the distinction between global climate shifts and local municipal failures; they simply look at whether a country can keep its infrastructure functional. A national reputation, much like a natural wetland, is incredibly cheap to lose and exceptionally slow to rebuild.

Learning to hold the water

Over the next decade, we must begin dismantling our fractured urban bureaucracy. We need unified, metropolitan watershed authorities with the legal power to bypass local patronage and treat the drainage network as a single, living organ. Alongside this enforcement, the state must aggressively reclaim and dredge the historical canal networks that once served as the natural arteries of our cities.

A watershed authority without a budget for operation, however, will only inherit the same decay at a higher grade. Chittagong is the warning. Its mega projects are nearing completion with no structured plan to sustain the infrastructure, leaving critical workforce and funding recommendations ignored.  

The city corporation has been forced to propose a separate Tk 322 crore scheme just to clean and maintain the 36 canals it is inheriting, a scramble for funding after the fact, rather than including into the original approval. Yet, that same corporation cannot even clean its current 1,600 kilometers of drains and 57 canals due to an ongoing lack of machinery. 

Long-term custody is treated as a secondary problem to be financed later. Maintenance should be a condition of approval: No drainage asset sign off without a named operator and a decade of locked-in funding. 

Our institutions ignore the connection between what we build and what we pump. Because drainage and water supply are handled by separate agencies with independent budgets, the resulting policy is totally fragmented. 

It is a vicious, self-inflicted loop: We blanket the surface in concrete, block natural rainwater recharge, and drill deeper into a collapsing aquifer. As the ground subsides, our multi-crore drainage networks lose their vital slopes. A single, consolidated watershed authority would treat the water cycle as an unbroken loop, halting emergency drilling to force the finishing of surface plants, and regulating private tube wells under one centralized authority.

The relentless encroachment on surviving wetlands is a severe economic crime against our urban future, not a bureaucratic oversight. Yet, alongside this enforcement gap lies another blind spot: Our obsession with trendy global planning models. 

The “sponge city” concept is frequently urged upon Dhaka, but its long-term operational costs are completely ignored. Permeable infrastructure functions only as long as its pores remain open. 

In a delta city, dust and silt rapidly clog these surfaces, demanding an expensive regime of vacuum sweeping and pressure washing. The reality is grim: The city administrations that cannot even clear its existing 2,211 kilometres of municipal drains cannot be expected to run an advanced maintenance loop. 

This is, after all, the same institution whose workers must lift heavy concrete slabs by hand simply because nobody engineered a way to clean the drains once they sealed them shut. Green infrastructure introduced into this institutional vacuum will choke within a few seasons. 

Ultimately, we must overhaul our public infrastructure priorities. Success should no longer be measured by budgets disbursed or “percentage complete,” but on flood-hours avoided and homes kept dry. 

True urban resilience depends less on the height of our concrete embankments and more on how intelligently we make room for water. 

We have the engineering talent and the painful, firsthand experience required to fix this. The missing ingredient is the courage to stop treating our natural water bodies as prime real estate and start treating our drainage networks as an indispensable economic lifeline.
