The government today considers an annual development expenditure of Tk79,031 crore for the next fiscal year.
The National Economic Council (NEC) would consider the ADP at its meeting which is scheduled to be chaired by Prime Minister Sheikh Hasina, a senior official of the planning ministry said yesterday.
The ADP for the fiscal 2014-15 would be about 32% higher than the revised ADP of Tk60,000 crore for the outgoing fiscal year, officials said.
Earlier the planning ministry revised the FY14 ADP down from the original allocation Tk65,870 crore.
According to the planning ministry proposal to be placed at today’s NEC meeting, a total of Tk51,331 crore is estimated to come from the local resources and Tk27,700 crore from foreign assistance and loan.
In new the ADP, highest allocation is going to the transportation sector, which would be Tk18,098 crore or about 23% of the total ADP, while Tk8,100 crore would go for construction of the much talked about Padma Bridge.
Planning Commission Member Shamsul Alam told the Dhaka Tribune yesterday that the ADP implementation in the outgoing fiscal year is good despite the political turmoil ahead of the January 5 election.
He said about 65% of the ADP outlay for the next fiscal would come from the local resources, which is not bad for an economy like Bangladesh.
He said the real outlay of the next fiscal year will be Tk84,000 crore as allocations for different corporations will be included in the outlay. However, the ADP would mention only Tk79,000 crore.
According to the IMED report, the ADP implementation rate in the outgoing fiscal year was 65% in the first ten months (July to April). The rate was only 43% at end of the March, which increased abnormally by 13% in only 30 days.
As per the planning ministry proposal, the second highest allocation of Tk9,403 crore will go to education and religious affairs sector, followed by power sector Tk9,277 crore, water supply and housing sector Tk7,876 crore, development of rural development sector Tk6,871 crore.
Besides, agriculture sector will get Tk5,575 crore and health sector Tk4,943 crore.
Planning Commission sources said nearly 1,800 development projects would be incorporated in the new ADP while the autonomous bodies would implement 135 projects with own financing and those are also incorporated in the ADP.
Of the total projects, 1,034 will be carried over from the previous year. In addition, 681 unapproved projects without allocation have been incorporated in the green page of the upcoming ADP.
In the current ADP, some 662 unapproved projects without allocation were incorporated in the ADP, of which 246 projects will be eliminated from the list due to successful conclusion.
