Supplementary budget passed in parliament

Finance Minister AMA Muhith placed the supplementary budget in the House on June 2 along with the national budget for 2016-2017 fiscal year. Different ministries, divisions and institutions sought the additional amount under 31 demands for grant. As many as 194 cut-motions were moved by seven members. Discussions were held on six cut-motions including on home affairs, defence, bank and finance sector, education, local government and disaster management. These cut motions were brought by independent MP Rustam Ali Farazi (Pirojpur 3), Jatiya Party lawmaker Nurul Islam Milon (Comilla 8), Nurul Islam Omar (Bogra 6), Fakhrul Imam (Mymensingh 8), Nur E Hasna lily Chowdhury (Woman Seat 44) and Mohammad Ilias (Cox’s Bazar 1). However, these cut-motions were rejected by voice votes. According to budget documents, a sum of Tk295,100 crore was allocated in favour of 59 ministries and divisions for the 2015-16 fiscal year. But in the supplementary budget, allocation for 38 ministries and divisions has been increased to Tk19,803.63 crore while there has been reductions of Tk47,120.11 crore for 21 ministries and divisions. As a result the total allocation now stands at Tk264,565 crore. The Home Ministry got the highest allocation of Tk3,576.27 crore while the lowest Tk47.91 lakh went to CHT Affairs Ministry. Education Ministry got Tk3,153.31 crore, Primary and Mass education Ministry Tk2,343.23 crore, Defence Ministry got Tk2,309.28 crore, Health and Family Welfare Ministry Tk2,114.92 crore, and Road Transport and Highways Division received Tk903.85 crore. Also, the Shipping Ministry got Tk650.14 crore, Prime Minister’s Office Tk643.63 crore, Jute and Textiles Ministry Tk473.80 crore, Local Government Division got Tk349.25 crore, Disaster and Relief Management Ministry Tk330.37 crore, Public Administration Ministry Tk275.30 crore, Planning Division received Tk274.29 crore, Bank and Financial Institution Division Tk238.02 crore, and Law and Judicial Division got Tk177.16 crore. Among other ministries, Land Ministry got Tk156.34 crore, Internal Resource Division Tk139.86 crore, Rural Development and Cooperatives Division Tk118.57 crore, Women and Child Affairs Ministry 81.99 crore, Religious Affairs Ministry got Tk66.58 crore, Social Welfare Ministry Tk57.93 crore, Fisheries and Livestock Ministry Tk57.85 crore, Commerce Ministry received Tk46.75 crore, Information Ministry Tk42.67 crore, Expatriate Welfare and Overseas Employment Ministry Tk32.25 crore, Cabinet Division Tk14.65 crore, Cultural Affairs Ministry Tk12.09 crore, Armed Forces Division Tk5.09 crore, and the Legislative and Parliamentary Affairs Division got Tk1.56 crore.
