HC instructs to prepare complete list of all playgrounds and parks in Dhaka

  • Mayors of both city corporation ordered to implement this
  • Asked to submit report within six months

The High Court has ordered a complete list of all existing parks and playgrounds in Dhaka city, and to stop the construction of commercial establishments in these places immediately. 

The court also directed to ensure public access to the existing parks and playgrounds.

The mayors of Dhaka North and South City Corporation, chairman of the Capital Development Authority, and chief Engineer of Public Works Department have been ordered to implement this directive.

They have been ordered to report to the court in this regard within the next six months.

The bench of Justice KM Kamrul Quader and Justice Khizir Hayat passed the order after the preliminary hearing of a case filed by the Bangladesh Environmental Lawyers Association (BELA) yesterday.

In addition to this interim order, the court issued a rule against the defendants to protect all parks and playgrounds in Dhaka city.

In the ruling, the High Court asked why commercialization of public parks and playgrounds, construction of unauthorized structures, unauthorized use of parks and playgrounds and encroachment should not be declared illegal and baseless as they are contrary to the Constitution and customary law.

At the same time, the court also sought an explanation as to why no order would be given to provide adequate parks and playgrounds as per the proposal of the Detailed Area Plan (DAP).

The defendants in the case will be directed to respond to the ruling within the next four weeks.

Advocate Minhajul Haque Chowdhury represented BELA. He was assisted by advocate S Hasanul Banna.

Dhaka has an area of ​​1,528 square kilometers and a population of nearly 25 million. The city faces a number of issues due to rapid and unplanned expansion to support its massive population.

According to urban planners, a modern city needs one playground every half square kilometer. The total area of the ​​two city corporations of Dhaka is 305.47 square kilometers.

Considering the area, the two corporations need at least 610 playgrounds. At present, there are only 235.
