TIB proposes ensuring priority, effectiveness of CAG office in Public Audit Bill

TIB has made five specific recommendations regarding the draft Public Audit Bill

Transparency International Bangladesh (TIB) has recommended that the interim government incorporate provisions in the draft Public Audit Bill, 2024 to prioritize the effectiveness of the Comptroller and Auditor General (CAG) office, alongside auditing for revenue determination and realization.

TIB has already submitted its recommendations to the interim government for consideration.

According to a press release, the recommendations include expanding the jurisdiction of auditing to cover national revenue and its realization, ensuring the accountability of all employees of audited entities, granting the CAG the authority to appoint its own manpower, and formulating the necessary regulations.

TIB has made five specific recommendations regarding the draft Public Audit Bill, the release said.

Additionally, TIB has suggested ensuring the participation of independent experts and civil society representatives from relevant sectors in the independent supervisory committee formed by the CAG.

This committee should submit its report to the Public Accounts Committee of parliament and make it public, the release added.

Furthermore, all personnel of the CAG office should be appointed by the CAG and operate under its own human resource policy, according to the press release.

TIB Executive Director Dr Iftekharuzzaman emphasized the necessity of auditing revenue collection to prevent tax evasion.

“We hope that the interim government will not succumb to any illegal demands or pressure and will take appropriate decisions in this regard,” he added.
