The tribunal said justice would be met when the convict got his punishment.
The tribunal also termed Qaisar's crimes "horrific criminal acts".
Mentioning that the rape victims are the symbol of trauma, the tribunal said the government may initiate a compensation scheme for them.
It said: "The rape victims should be honoured as freedom fighters."
The tribunal also said: "The nation salutes the sacrifice of the rape victims."
Stating that Qaisar was a potent and trusted aide of the Pakistani occupation army, the tribunal said his crimes belong to the darkest chapter of the Liberation War history.
Qaisar was indicted on February 2 on 16 charges. He committed the crimes in and around Habiganj and Brahmanbaria.
The charges are based on 16 incidents, in which more than 150 people were killed and two women raped.
Qaisar had fled to London after Bangladesh's independence in 1971 and returned in 1975. In 1979, he took part in the national election as an independent candidate and was elected lawmaker. He then joined the BNP under the leadership of Ziaur Rahman.
During the regime of military dictator HM Ershad, Qaisar joined the Jatiya Party and became the state minister for agriculture.
He was arrested on May 16 last year, just a day after the tribunal had ordered his arrest, and was admitted to a private hospital in Dhaka. The tribunal later granted him conditional bail considering his age.
