CPD: Proposed budget lacks quality standard

Centre for Policy Dialogue (CPD) has observed that the quality standard of the proposed budget for fiscal 2014-15 was in risk as it has “a wide gap between income and expenditure.”

The think-tank also said the financial structure of the budget was weak because of its poor connection with reality, and the projection of earnings made in the budget is inconsistent with the reality, historical trends and possibilities.

The organisation also thanks that the GDP growth target will fall flat. CPD Distinguished Fellow Debapriya Bhattacharya made the remarks while addressing a press briefing in the capital on Friday, a day after Finance Minister AMA Muhith placed the proposed budget.

He criticised Muhith for sustaining the provision of whitening of black money through his silence on the issue.

Dr Debapriya said: “Tariff, value added tax have been increased but not a single word about black money.”

“Although lofty in targets, the proposed budget is lacking in specificity. The minister has laid out a vision, the specific tasks and targets are unknown.”

Besides, the budget has lots of commitments in accordance with the 10-year perspective plan, but lacks specific programmes to implement the commitment, he added.
