With the approval of the Cabinet Committee on Government Purchase, the Election Commission and Oberthur Technologies, a French company that provides digital security solutions, signed an agreement on January 14.
A committee was formed, comprised of Dhaka University and Buet teachers, and officials of Bangladesh Computer Council, Bangladesh Bank, Bangladesh Army, the NSI and the World Bank.The citizens will get their smart national identity (NID) cards free of cost from October 2 this year.
Prime Minister Sheikh Hasina is expected to inaugurate the process of distributing the cards replacing the existing laminated ones at a programme in Dhaka.
Brigadier General Sultanuzzaman Md Saleh Uddin, director general of the NID registration wing, said detailed information of a voter with photograph would be included in the new cards.
The cards, which are readable with 2D barcodes, have 25 sustainable security features that will ensure any possible forgery, he said.
The information of the cards will be noticeable in three stages. In the first stage, the features would be seen with naked eyes while ultraviolet lights, magnifying glasses and other equipments will be required to detect the features of the second stage. Forensic tests will be needed to look into the information in the third stage.
The smart NIDs have some 25 uses, including obtaining TIN number, driving licence, trade licence, passport, submitting job applications, selling real state, opening bank accounts, share and BO accounts, withdrawing government employees' salary, allowance and pension, insurance, e-cash, marriage registration and divorce, health cards, immigration, utility services and admission to educational institutions.
The cards have been prepared keeping future’s demands in mind, he said.

Apart from these usages, the cards can be used in getting e-gating service where it is available, Sultanuzzaman said, adding, if Saarc countries introduce e-gating process in future then this smart cards will be useable without any updating system.
While talking about the standard of the cards, he said: “We have obtained 20 different types of certificates so that our card is accepted globally and can be used everywhere. It is a certified card in the international stage.”
He added that the cards can be used both online and offline. The EC will provide software free of cost that can be used to justify any information regarding the cards’ holders. In this case, any employer can get all information of the job seekers by obtaining the NID number which is easier and safer than any other means, he said.
