BTRC shuts Pritty’s IP Phone service

Bangladesh Telecommunication Regulatory Commission has shut the operation of Pritty International (Pvt) Limited due to its involvement in illegal call termination and violation of licence condition.    

The commission also recommended cancelling the licence of the company and taking necessary legal steps.  

BTRC took the decision recently after an investigation into the illegal call termination by Pritty International Limited. 

The regulator’s SIM box detection system also found a lot of IP Phone numbers used for illegal VoIP.    

Earlier, the regulatory body warned the company several times about its unlikely activities, but the latter kept ignoring that repeatedly. 

According to mobile operators, in July 2014, a total of 28,000 Banglalink calls were terminated through a distinct IP telephone number by Pritty, while the company mentioned that the number of terminated calls was 183.     

In December 2014, a total 22,000 calls were terminated from Grameenphone, Banglalink and Robi while Pritty claimed that the number of terminated calls were 1,088. 

The Internet Protocol Telephone Service Provider (IPTSP) used to terminate thousands of calls in different months, but did not submit its actual call record to BTRC. 

According to the investigation, the number of call termination submitted to the commission was not factual.   

Even, the IPTSP failed to submit the list of real subscribers, their registered forms and invoices. There was no similarity between the basic calls and those submitted to the regulator by the service provider. 

The ratio of incoming and outgoing calls was found imbalanced which showed that Pritty was involved in illegal call termination.  

The government incurred a huge loss due to illegal call termination of Pritty international, which also led the International Gateway (IGWs) company’s to follow the suit.

At one stage, the regulatory body suspended its operation temporarily for settling the unstable telecommunication market in mid-May last year.

On September 1, 2015 BTRC requested the company to submit all documents relating to their activities.    

As per the regulation, the commission sought Pritty’s explanation either in person or in writing before shutting its operation permanently, but the company did not turn up.

The IP phone service provider failed to present its explanation within the stipulated time of 15 days either.
