A report on the eighth pay scale for public servants is set to be placed when the cabinet meets again next Monday, sources have said.
The cabinet members are expected to discuss the report of a secretary-level review committee which excluded the provisions of time scale and selection grade.
A Finance Division official said Finance Minister AMA Muhith, on June 29, gave his permission to the implementation wing to place the review committee report at Monday’s cabinet meeting.
Even though the finance secretary was yet to sign the summary of new pay scale report, he and the cabinet secretary spoke to Prime Minister Shiekh Hasina about the report yesterday, the official said.
The secretarial review committee on the National Pay Commission has recommended a cumulative increment policy for public servants, instead of the existing time scale and selection grade.
“Regular promotion of public servants will be a healthy practice for the government administration as per the pay commission recommendations,” Senior Finance Secretary Mahbub Ahmed told the Dhaka Tribune.
He added that review committee report on pay scale may be placed before cabinet meeting on Monday if the proposal can be completed within two days.
However, sources in Finance Division told the Dhaka Tribune that an intelligence agency report has warned that the implementation of the eighth pay scale with its new provisions – may trigger a large unrest in the administration.
Almost two-thirds of public employees will lose out financially if time scales and selection grades are scrapped in accordance with the recommendations of the National Pay and Services Commission (NPSC).
A recent Finance Division report pointed out that time scales and selection grades are currently the only means whereby third and fourth class employees can receive salary increases.
