Update : 23 Aug 2020, 08:45 PM

The Bangladesh Investment Development Authority (BIDA) is going to include 13 more new services to its One Stop Service (OSS) Centre, aimed at providing all necessary services to investors from a dedicated single window.

With the addition of new services, BIDA from now on will provide 154 services through 35 public-private organizations.

The new services include land use clearance, issuing certificate of origin and membership certificate, and environmental clearance certificate.

On Sunday, the BIDA signed separate memorandums of understanding (MoU) with four government and private agencies responsible for the services.

The agencies are- Dhaka Chamber of Commerce and Industry (DCCI), Ministry of Land, Department of Environment and RAJUK.

13 services will be provided online through these four organizations.

Secretary of the Prime Minister’s Office Md. Tofazzel Hossain Miah was present on the occasion as the chief guest.

DCCI, according to the MoU, will provide two services –certificate of origin and membership certificate–. Tofazzel Hossain Miah said for starting a business, license and certification were two important things and through the OSS these services would be made available in a hassle-free environment.

He said the initiative would create confidence and build trust among business community and investors.

He also underscored the importance of maintaining coordination between the public and private sectors to expedite quality and quantitative investment in the country.

During the function, BIDA Executive Chairman Md. Sirazul Islam said three components like process, time and cost were very important in the World Bank’s ease of doing business index.

By implementing the OSS, process, time and cost would automatically come down, he assured.

“Using a digital platform will ease the process and it will help remove corruption as well. The OSS app is mobile compatible and there is an option of feedback to monitor its activities,” Sirazul said at the programme.

Land Secretary Md. Muksodur Rahman Patwary and Environment Secretary Ziaul Hassan, ndc also spoke on the occasion.

Land Secretary said export-oriented industries now got their land mutation certificates within 7 working days.

DCCI President Shams Mahmud said it was a milestone and DCCI was honoured to become the first private sector organization in Bangladesh to be associated with the BIDA by signing the MoU.

The OSS would open up a new window of opportunity to both local and foreign investors and the initiative would help improve Bangladesh’s position in the Ease of Doing Business index, he hoped.

Shams Mahmud also said effective implementation of the OSS portal would enhance employment generation, boost economic development, growth and help attain the dream of becoming a developed nation by 2041.

According to the BIDA data, country’s first inter-operable online service platform the BIDA OSS now provides 21 services.

On February 24, 2019, BIDA launched the One Stop Service Centre for investors.

Rules framed under the One-Stop Service Act 2018 made it compulsory for 25 investment facilitating agencies and regulatory authorities to give registration, issue clearance, permits and other documents within a day to up to 45 days.
