The cabinet committee on economic affair has rescinded the Road, Transport and Bridges Ministry proposal to award the beautification and maintenance work to the Bangladeshi firm, Vinyl World and Sign, for 10 years.
The beautification includes the six kilometres eight-lane Banani railway overpass that stretches to the airport national highway.
Following the cabinet committee meeting, additional Secretary to the Cabinet Division Md Mostafizur Rahman told reporters that the committee rejected the road and transport division’s additional work proposal while a new proposal will be placed before the next cabinet committee meeting.

He also said the committee recommended that the road and transportation division come up with another project related to beautification and maintenance.
Regarding winning the beautification tender by Vinyl World, Mostafizur Rahman said: “I can officially say the cabinet committee on economic affair did not approve the road and transportation proposal.”
The Road Transport and Bridges Ministry proposal said the Vinyl World and Sign firm previously conducted a beautification project for the road from Jahangir Gate to Kakoli intersection.
It was also alleged that Vinyl World and Sign firm have planted foreign trees and bonsai instead of local ones and flowers for beautification of the Banani railway overpass to airport national highway – a project the foreign firm wants to get for 10 years.
The Bangladeshi firm has already planted 100 bonsai trees on either side of the six kilometre road.
The proposal signed by secretary MAN Siddique reads: “VVIPs, VIPs, foreign citizens and locals are using the highway to go Hazrat Shahjalal International Airport, and so it is necessary to beautify the six-kilometre-long Banani railway overpass to the airport national highway.”
It is necessary to modify the 90’s beautification of the aforementioned highway, which will enhance the image of Bangladesh, the proposal reads.
It adds that the government has no financial involvement in the beautification project as it will be handled by a sponsor.
The proposal also said Vinyl World and Sign has submitted a proposal to procure LED display boards, digital displays, overhead boarding and digit bill boards at a cost of Tk99.38 crore.
In the international tender floated by the Roads, Highways and Bridges Ministry, only Vinyl World and Sign firm submitted a bid, which was reviewed and approved for 10 years by a seven-member tender evaluation committee in September, 2016.
