Parliament passes July Fighters’ Rehabilitation Bill

The ‘Welfare and Rehabilitation of Martyrs’ Families and July Fighters Bill, 2026’ has been unanimously passed in the National Parliament.

The bill was introduced with the aim of ensuring the welfare and rehabilitation of the families of those martyred and the July fighters, as well as establishing the spirit and ideals of the July uprising firmly in state and national life, and preserving its history.

On Friday, the bill was placed in Parliament by the Minister for Liberation War Affairs, Ahmed Azam Khan. Deputy Speaker Barrister Kayser Kamal, who was presiding over the session, then put the bill to a vote. Members of Parliament voiced their approval by saying “Yes”, leading to its passage. As soon as the Speaker announced the bill’s adoption, the entire House erupted in prolonged applause. MPs stood up and thumped their desks in welcome of what they described as a “historic” step. Many, even without microphones, referred to it as the “legal recognition of the revolution”. The ruling party also expressed gratitude to the opposition.

According to the objectives and provisions of the bill, it seeks to ensure the welfare and rehabilitation of the families of those martyred in the July uprising and injured fighters, while also aiming to firmly establish the true spirit and ideals of the uprising in national life and preserve its accurate history.

It is worth noting that the interim government led by Dr Muhammad Yunus promulgated the ‘Welfare and Rehabilitation of Martyrs’ Families and July Fighters Ordinance, 2025’ on June 17, 2025. With the passage of this bill in Parliament, the ordinance—already in effect—has now been converted into a permanent law.
