A complaint has been filed alleging that the government may have lost nearly Tk 15 crore in revenue through the registration of several land deeds at the Sreemangal Sub-Registrar’s Office in Moulvibazar.
The complainant, Md Jasim Mia, alleged that an earlier agreement-to-sell deed was concealed and that the value of the land was subsequently shown at an abnormally low rate, resulting in substantial revenue evasion.
He recently submitted a written complaint to the Moulvibazar District Registrar seeking an investigation. Copies were also sent to the National Board of Revenue (NBR) in Dhaka and the Inspector General of Registration.
According to the complaint, Gautam Rudrapal of Radhanagar in Sreemangal and two others registered Deed No. 1622 on June 8, 2020, agreeing to sell 4.2726 acres of land to Bhanu Lal Roy for Tk 6.4089 crore. The buyer reportedly paid Tk 60 lakh as an advance at the time of registration.
The complaint alleged that the land’s official mouza value was later reduced substantially by citing changes in land classification and infrastructure development. It further claimed that the reduced valuation was used in subsequent registrations to avoid paying the full amount of government revenue.
Several deeds were cited in the complaint, including Deed Nos. 5114/2024, 5116/2024, 5129/2024, 5130/2024, 5131/2024, 5132/2024, 5133/2024, 5134/2024, 5135/2024, 5136/2024, 5137/2024, 2993/2023, 2992/2023, 4316/2020, 2967/2023 and 4305/2024.
Based on the information available to him, Jasim Mia alleged that the government may have been deprived of nearly Tk 15 crore in revenue through the process.
Sreemangal Sub-Registrar Shankar Kumar Dhar, however, said he could not have been involved in any decision related to the 2020 agreement deed because he joined the office in 2024.
“The agreement deed was registered in 2020, while I joined the office in 2024. I was not aware of whether the agreement had been concealed,” he said.
Moulvibazar District Registrar Md Mofizul Islam said the allegations were being taken seriously and would be investigated.
“We will look into the matter during an inspection. If the allegations are found to be true, strict action will be taken in accordance with the law. There is no scope for leniency,” he said.
Local residents and concerned citizens have urged the authorities to conduct a thorough investigation, identify those responsible and take legal action if any irregularities are established.
The complainant also claimed that the government’s audit authorities, including the AG Audit, had been informed of the alleged revenue loss.
