An activist of Jubo League, the youth wing of the ruling Awami League, was gunned down at the Bahadurpur Tetultala intersection of Jessore early on Friday, said police.
The family of the victim, Mohammad Ali, claimed a conflict centring on the just-held upazila council elections led to the killing.
Locals said he was a campaigner of upazila chairman candidate Towhid Chaklader Fontu who won the election held on Wednesday.
They said Ali was returning home alone after attending a feast organized by Fontu.
A group of four to five men intercepted him, shot him in the head and fled away, according to them.
Later, he was rushed to Jessore General Hospital where physicians declared him dead, said Dr Md Sujayet, a physician in the emergency department of the hospital.
He said the victim had two bullet wounds in the head and one in his leg.
Abdur Razzak, inspector (investigation) of Kotwali police station, said a police team was working to detain those involved with the murder.
The motive behind the killing could not be determined right now, he said.
