State Minister for Foreign Affairs Humaiun Kobir has been granted full Cabinet Minister-level authority to lead Bangladesh's delegation to the Commonwealth Heads of Government Meeting (CHOGM 2026) as acting foreign minister.
The summit is scheduled to be held in Antigua and Barbuda from November 1 to 4, according to the Ministry of Foreign Affairs.
A notification issued by the Cabinet Division today said Kobir had been conferred with full authority equivalent to that of a Cabinet Minister under Clause 4(iii) of the Rules of Business, 1996.
The authority has been granted specifically for leading the Bangladesh delegation at CHOGM 2026 and discharging the duties of the Foreign Minister as Acting Foreign Minister during the high-level gathering.
The notification was issued by order of the president and signed by Cabinet Secretary Nasimul Ghani.
Under the arrangement, Kobir will represent Bangladesh at the Commonwealth summit with full ministerial authority, enabling him to lead the country's delegation in his capacity as Acting Foreign Minister.
