Corruption galore in Rokeya University

The government is yet to take any action against the vice chancellor of Begum Rokeya University in Rangpur even three months after the University Grants Commission’s recommendation.

The commission on January 29 recommended that the university Vice-Chancellor Abdul Jalil Miah be terminated for his alleged corruption and nepotism.

A three-member investigation committee of the University Grants Commission (UGC) made the recommendation, saying that it was not possible to resolve crisis of the university with VC in his post.

The UGC report said: “The present VC’s tenure will end on May 7. If he implements the process of recruitment of a high number of employees, it will be difficult for the commission to manage the cost.”

The university remained closed for a long time in the last couple of months creating a huge session jam and disrupting the academic activities.

The university was shut for an indefinite period on Saturday when a group of teachers and students who were demanding resignation of the VC clashed with police. At least 36 people including six teachers were injured. Students and teachers continued their protest demanding the resignation of the VC.

The UGC report said the allegations of corruption and nepotism against the VC were proved undoubtedly.

Contacted on Tuesday, the VC Abdul Jalil Miah denied commenting on the allegations.

“I do not want to comment on this,” he said.

Education Secretary Kamal Abdul Naser Chowdhury told the Dhaka Tribune: “Education ministry is fully aware about this. We are looking into the matter.” He denied making any further comment on this.    

Signed by UGC member Mohammad Mohabbat Khan, its member Abul Hashem and its Deputy Secretary Ferdous Zaman, the report recommended stopping the process of “illegal” recruitment done by the vice chancellor. 

The UGC report said VC Abdul Jalil had admitted to committee members that during his tenure 11 of his relatives were recruited in the university.

His daughter was appointed as research officer, brother accountant, brother-in-law assistant professor, sister-in-law’s daughter, lecturer, his niece computer operator, another niece computer operator, sister-in-law’s daughter, computer operator, brother-in-law accountant, friend’s daughter, computer operator, brother-in-law, office assistant and another relative, MLSS

The report said many other relatives of the VC were also recruited in different posts of the university.

The VC himself was the member of the panel made for the recruitment which is the violation of the university law.

The panel picked his relatives as successful candidates.

The report doubted if there were any such wide-scale nepotism in any university in the past.

VC’s brother Mahbubur Rahman was appointed as an accountant and promoted to accountant officer in just a few days though he had a fraudulent certificate.   

The report also found a number of eight proven irregularities.

Those include violation of conditions for recruitment and ad hoc recruitment, irregularities and lack of accountability in promotion and upgradation, no recruitment in the top posts, irregularities in medical centre and in dormitory and picking illegal syndicate members, violation of seniority in dean recruitment, not calling the senate meeting and creating institutes, violating the university law.

At least 146 teachers and employees were recruited without UGC permission.
