Muhith: Pay-scale review report in two days

The secretary-level committee reviewing the pay commission’s recommendations for a government pay-scale will submit report in two days, Finance Minister AMA Muhith has said.

“Cabinet Secretary Muhammad Musharraf Hossain Bhuiyan, head of the committee, will submit the report to me on Wednesday. I will review it and present it before the cabinet for scrutiny,” the minister told reporters at his office following a pre-budget meeting.

He also said the pay commission’s recommendations would be effective from July 1, as promised earlier.  

Regarding the implementation of the recommendations, Muhith said he could not say anything definitive before going through the review report.

A Cabinet Division member, who is also in the committee, said the pay commission’s proposal to reduce the number of pay grades from 20 to 16 would not be implemented. “Doing so would create complications in amending the service rules, as well as discriminations within the grades,” he said, seeking anonymity.

However, the committee has reportedly approved the recommended basic salaries and the annual 5% increment, effective from the the first day of FY2015-16.

But the highest salary for government employees will be fixed at Tk70,000 instead of the proposed Tk100,000, while the lowest salary will be Tk8,500 instead of the proposed Tk8,200.

There will be no change in the salary structure recommended for the mid-level tier, sources said.

A Finance Division official said Tk13,000 crore had been allocated to implement the new pay scale in the next fiscal year.

The Finance Division is preparing an estimated budget of nearly Tk300,000 crore for FY2015-16, which includes allocation for the new salary structure.
