Secretarial committee identifies areas of opinion

The secretarial committee tasked with analysing the pay commission recommendations has identified the issues on which it would give its opinion for implementing a new pay scale.

Seeking anonymity, a member of the committee said the body – in its first meeting yesterday at the Cabinet Division – decided to give opinions on issues like lower grade salaries, deputation, contractual jobs and time scale or selection grades.

The committee also discussed about the total expenditure for implementing the proposals set by the National Pay and Services Commission, as well analysing how the government might increase the earnings of the National Board of Revenue (NBR).

A source at the meeting said the secretaries also discussed how public servants’ skills and efficiency would be enhanced if the government curtailed the implementation phases of the pay commission recommendations.

Earlier, pay commission Chairman Mohammad Farashuddin said only 1% increase in NBR collection would meet the requirement of implementing a 100% salary hike for government employees.

The government last week formed the six-member secretarial committee, led by Cabinet Secretary Muhammad Musharraf Hossain Bhuiyan, and set them a six-week deadline to find out ways for implementing the pay commission’s recommendations.

Talking to the Dhaka Tribune yesterday, Cabinet Secretary Musharraf said: “We will give our decisions to the government regarding the implementation of pay commission recommendations within the stipulated time”.
