Over 1,000 doctors yet to submit ACR

More than 1,000 BCS doctors have allegedly defied the public service rule of submitting the Annual Confidential Report (ACR) within the deadline.

The doctors, who are working in different organisations, have not submitted their ACR to the Directorate General of Health Services (DGHS) on time. Some of them have not submitted the report since 2009.

DGHS Director (administration) Dr Md Ehteshamul Hoque Chowdhury told the Dhaka Tribune submission of the report was mandatory but a large number of doctors were reluctant to act accordingly.

This is leading to problems regarding promotion and regularisation of their jobs, and some other issues, he added.

DGHS on September 24 issued a circular urging doctors to submit their reports soon.

Doctors would be in trouble if they fail to submit their reports on time, the circular read.

DGHS sources said there are more than 8,000 BCS doctors in the country now who are expected to submit their reports.

Seeking anonymity, some health officials told the Dhaka Tribune the majority of the doctors who are yet to submit their reports are very well-known in their fields. As their private practice is thriving, they have become busy making money but are reluctant to comply with the public service rules.

Several doctors, however, blamed the health officials and questioned their honesty as well as how the reports are preserved. A doctor at Dhaka Medical College Hospital said he submitted the report on time with the hope of receiving a promotion but I was dejected as it did not happen.

“Health Ministry officials told me that I had not submitted the ACR. In fact, my report went missing from the DGHS. Such incidents are commonplace,” he added. Dr Ehteshamul did not disagree with the allegation and said they were planning to introduce computerised system for the doctors to send their reports.

“If we can implement the system, doctors would be compelled to send their reports on time,” he added.
