Reshuffle likely in field admin

The top positions of the local government administration, mainly Deputy Commissioners (DC) and Upazila Nirbahi Officers (UNO), are likely to see a massive reshuffle soon.

“Deputy Commissioners serving in the post for more than two years or those who were earlier promoted to the post of joint secretary would be removed from their assignments,” an additional secretary of the public administration ministry told the Dhaka Tribune seeking anonymity.

He further added deputy secretary level officials would be assigned newly for the posts, transferring existing DCs, to accelerate the activities of field level administration.

Meanwhile, the public administration ministry had already started its preparation to assign deputy secretary-level officers for the posts immediately. The ministry will prepare a new DC fit-list soon.

In this regard, the superior selection board, led by Cabinet Secretary M Musharraf Bhuiyan, yesterday started a four-day interview session for choosing qualified candidates for the posts.

A total of 242 deputy secretaries from the civil administration, who were never before called for such interviews, have been invited to attend the screening session. The list would be prepared after the interview session ends.

Last February, the board had screened around 600 senior assistant secretaries for including their names into the UNO fit-list.

According to the cabinet division and public administration ministry officials, the processes of reshuffling the field level administration had been on the cards although there was no need of such reshuffling as the previous government was serving a second term.

According to the public administration ministry, four joint secretaries - Narayanganj’s Manoj Kanti Boral, Narsingdi’s Obaidul Azam, Chittagong’s Abdul Mannan and Dhaka’s Shaikh Yusuf Harun, had been serving the capacity of deputy commissioners, though traditionally deputy secretaries are considered for the posts.

They were remained in their previous assignment even after being promoted as joint secretary on July 18, 2013.

Ministry sources also added that at least 12 deputy secretaries have been serving as deputy commissioner for last two years or more and all deputy commissioners would be withdrawn from field level administration and reassigned in other posts.

The reshuffle would begin shortly after the lists were finalised.

Although the fit-list of UNO had not yet been prepared, the ministry has already started assigning the qualified officers for the posts.
