OSDs, ‘deprived’ officers demand postings and promotions

A section of aggrieved officers in the civil administration yesterday met the cabinet secretary and public administration secretary, requesting posting and promotion during the current interim government.

“I have given a patient hearing to the officers, some of who had dropped out of promotion, and some have remained as OSDs,” the Cabinet Secretary Muhammad Musharraf Hossain Bhuiyan told the Dhaka Tribune at his office yesterday.

“The officers have requested for promotions and postings during the tenure of the interim government. We have a collective body to discuss, and finally need the prime minister’s consent,” he said.

“We are working to give promotions to deprived officers. But, we are yet to finalise the lists. Finally, it will be sent to the prime minister’s office for her nod. If we get her approval, it will be revealed shortly,”said the cabinet secretary.

Officials said around 50 officials, who claimed to be either deprived of promotion or have been working as OSD for a long time, met the top boss of the two ministries and divisions.

OSD secretaries Ibadat Ali and Mohbub Ur Rahman, who were railway division secretaries earlier, led the aggrieved officers’from assistant secretary level to additional secretary level joined the meeting.

“We have requested the cabinet secretary and the public administration secretary to give us promotion and posting, as the political government deprived us,” a deputy secretary and now OSD told the Dhaka Tribune over phone on condition of anonymity.

The official claimed the cabinet secretary would look into the matter.

“I have no faults in my annual confidential report (ACR) but I was not given a promotion,” the officer of 85th batch lamented.

Talking to the Dhaka Tribune, another joint secretary requesting anonymity said: “I am socially humiliated as I was not given a promotion, whereas my colleagueshave become secretary.”

“We, the deprived officers have requested the cabinet secretary to give us promotion and OSD officers wanted their postings as they have been waiting for a long time. We want our fair chance as an interim government has already taken charges recently,” he said.
