Home Minister Asaduzzaman Khan Kamal has said bomb blasts on a Shia gathering at Hussaini Dalan in Old Dhaka indicates a conspiracy by local and international gangs.
"Local and international gangs are involved in a conspiracy aiming to destablise the country and create panic among people," said the minister while talking to reporters after visiting the injured victims at Dhaka Medical College Hospital on Saturday morning.
"This is not a militant attack, rather it is a planned and destructive attack aiming only to destabilize the situation of the country," he added.

However he said the law enforcers are trying to find out if militants have link with the blast.
Responding to a question about the security measures ahead of Ashura, he said: "We took strict measures for ensuring security and there was no lacking in this regard. We'll try our best with full force to find out the culprits behind the blasts."
Responding to another question, the minister insisted, "We'll also find out if the anti-liberation forces are involved in the conspiracy. But, first of all, we need to be confirmed."
At least a person has been killed and nearly 60 others injured in homemade bomb attacks on a Shia gathering in the capital's Husaini Dalan.
The first explosion occurred around 1:30am Saturday while the Shia community people were preparing for their traditional Taziah procession, a local television channel reported from the scene.
Later, two more bombs went off consecutively after five minutes.
However, the Shia community people have brought out their traditional Taziah procession from ImamBara with due religious fervour despite the bomb attacks.
Apart from the main procession from the ImamBara, the Shias brought out several numbers of Taziahs from different part of the capital, marking the holy Ashura.
They are seen carrying duldul, banners and flags in remembrance the martyrdom of Hazrat Imam Hussain (RA), the grandson of Prophet Hazrat Muhammad (pbuh), along with his family members and 72 followers.
On this day in the Hijri year of 61, Hazrat Imam embraced martyrdom in the hands of soldiers of Yazid at Karbala desert for the supremacy of justice and righteousness.
