National budget 2016 passed in JS

The Jatiya Sangsad (JS) has passed the Tk2,95,100 crore national budget for the fiscal year 2015-'16, the second budget of the ruling AL-led government that came to power following the January 5 national election.

The JS also adopted the Appropriation Bill 2015 by voice vote, piloted by Finance Minister AMA Muhith, seeking budgetary allocations of Tk4,15,308 crore  for meeting its development and non-development expenditures for various ministries.

On Monday, the JS passed the Finance Bill 2015 with some changes on the tax- supplementary duty proposals.

With the adoption of the Finance Bill 2015 on Monday and the Appropriation Bill-2014 on Tuesday, the process of the JS passing the national budget for FY16 is complete.

About 525 cut motions were proposed by opposition and independent lawmakers but they spoke on the 10 cut motions for 7 ministries and division – road and transport division, health, education, industries, Bank and Financial Institutions Division demands for grants that were rejected by voice vote.

Ministers in charge of the concerned ministries placed their proposals for expenditures through 56 demands for grants, which were passed by voice vote.

After the criticism by the  six Jatiya Party  and  two independent lawmakers for  bad  shape of the  state owned banks specially Basic Bank and Sonali Bank,  Finance minister AMA Muhith said: “We have worked together to return confident to clients of the state owned banks”.

None of the corrupted state owned bank officials and people will be spared and we want to bar those people who will try to go aboard from country, he said.

Leader of the House and Prime Minister Sheikh Hasina, Leader of the Opposition in Parliament Begum Rowshan Ershad, Finance Minister AMA Muhith, ministers, treasury, opposition benches and independent members took part in discussion for 57 hour minutes on the budget for FY16 and the supplementary budget for FY15 18 working days from June 8.

Under the appropriations approved on the day by the JS for fiscal 2015-16, the  finance division got the highest allocation Tk1,94,397 crore followed by the local government division at Tk18,871 crore  and  the defence ministry at Tk18,377 crore , education ministry at Tk17,113 crore .
