The proposed budget for the financial year 2024-25 includes a special allocation of TK100 crore for the climate sector under the Ministry of Environment, Forest, and Climate Change.
Finance Minister Abul Hassan Mahmood Ali announced this while presenting the budget for FY25 in the National Parliament in Dhaka on Thursday.
The proposed total budget allocation for the Ministry of Environment, Forest, and Climate Change, including its directorates and organizations, for the financial year 2024-25 is TK2,130.65 crore.
An additional allocation of TK93.68 crore has been proposed for the development sector in the financial year 2024-25, increasing from the previous allocation of TK1,308.85 crore to TK1,402.53 crore.
The proposed budget recommends a 7% higher allocation for the development sector compared to the revised allocation for the outgoing FY2023-24.
"Moreover, climate change implications are being considered in all government project evaluations. We are currently assessing the amount of climate-related allocations and actual expenditures in the budgets of 25 climate-related ministries and divisions. Additionally, the Bangladesh Climate and Development Platform (BCDP) has been recently established for proper coordination of projects aimed at combating the impact of climate change. Bangladesh is one of the most vulnerable countries to the effects of climate change," said the minister.
"Considering the depth and extent of these impacts, we are taking all necessary steps to enhance our capacity to adapt to climate change and mitigate its effects. To expedite these efforts, I am proposing a special allocation of TK100 crore in this year's budget," he added.
Meanwhile, according to budget sources from the ministry and its directorates/organizations, the proposed budget includes an allocation of TK728.12 crore for the management sector (salaries, allowances, international contributions, ancillary costs, etc.), which is 34.17% of the total allocation.
The proposed allocation for the development sector is TK1,402.53 crore, which constitutes 65.83% of the total allocation.
However, the revised budget allocation for this ministry in the financial year 2023-24 was TK2,071.31 crore. Of this, TK762.46 crore was allocated to the management sector and TK1,308.85 crore to the development sector.
The total proposed allocation for this ministry for the financial year 2024-25 is TK2,130.65 crore, an increase of TK59.34 crore from the revised budget of the previous financial year, representing a 2.86% increase.
A total allocation of TK1,402.53 crore (GOB TK391.47 crore, Project Aid TK1,011.06 crore) has been proposed for 28 projects in the Annual Development Program (ADP) for the ministry in the financial year 2024-25.
Among these, TK400.23 crore is allocated for 14 projects under the Forest Department, TK936.08 crore for 12 projects under the Environment Department, TK10.22 crore for one project under the Bangladesh Forest Research Institute, and TK6 crore for one project under the Bangladesh National Herbarium.
