The Anti-Corruption Commission (ACC) has sought detailed records of the recruitment, promotion and transfer of officials and employees under the Ministry of Youth and Sports during the tenure of former interim government Youth and Sports Adviser Asif Mahmud Sajeeb Bhuiyan.
The commission has also requested documents related to the appointment of 38 upazila youth development officers to acting positions, the cancellation of those assignments and their subsequent postings.
ACC Deputy Director and inquiry team leader Md Zahid Kalam signed a letter seeking the records and sent it to the Youth and Sports Ministry secretary on Thursday. The ministry has been asked to submit the requested documents by September 10.
According to the letter, the ACC has formed a four-member team to investigate allegations of corruption and irregularities against former adviser Asif Mahmud Sajeeb Bhuiyan, then ministry secretary Md Mahbub-ul-Alam, Joint Secretary Sheikh Mohammad Zobaid Hossain and Deputy Secretary Md Masum Ahmed.
Records sought by ACC
For a proper inquiry into the allegations, the commission has sought five categories of information and records from the ministry. The first includes details and relevant documents concerning the recruitment, promotion and transfer of officials and employees under the Ministry of Youth and Sports during Asif Mahmud Sajeeb Bhuiyan’s tenure as adviser.
The ACC has also sought certified copies of transfer-related documents processed under two memorandums issued by the Ministry of Public Administration on May 7, 2025, and April 18, 2026.
According to the ACC letter, certified copies of documents related to the appointment of 38 upazila youth development officers to acting positions, the cancellation of those appointments and their subsequent postings must be submitted. The commission has also sought certified copies of the personal files of several assistant upazila youth development officers working at the field level under the Ministry of Youth and Sports.
On Wednesday, the ACC announced that it had launched an inquiry into corruption allegations against Asif Mahmud and three others. The allegations include taking bribes in the promotion and transfer of upazila youth development officers and assistant upazila youth development officers, as well as irregularities in tendering and procurement allegedly carried out through a syndicate.
The ACC has further requested relevant rules and regulations, along with any other records deemed necessary for the inquiry.
According to the ACC, allegations are being investigated that Tk76 lakh was taken in bribes to cancel the acting appointments of 38 upazila youth development officers and arrange their subsequent postings.
The commission is also investigating allegations that Tk1.05 crore was collected to secure promotions for 150 assistant upazila youth development officers, with another Tk2 crore allegedly taken to arrange their preferred postings after promotion.
ACC officials said the inquiry team is collecting relevant documents to verify the allegations against Asif Mahmud. The four-member special team is led by ACC Deputy Director Md Zahid Kalam.
