TIB recommends thorough inclusive review before issuing Cyber Protection Ordinance

TIB expressed concerns that the draft of the ordinance, which mirrors the Digital Security Act and Cyber Security Act, could potentially restrict citizens' freedom of speech and expression

Transparency International Bangladesh (TIB) has urged the interim government to allow at least one month for a comprehensive review and inclusive participation process before finalizing the draft Cyber Protection Ordinance, 2024. 

In a press release issued on Tuesday, TIB emphasized that promulgating the ordinance without thorough consultation and analysis risks undermining its intended objectives.

The organization officially submitted its recommendations to the interim government on Sunday.

Dr Iftekharuzzaman, TIB’s executive director, highlighted in the letter that repealing the Cyber Security Act, previously misused to suppress dissent and silence the media, brought significant relief to citizens.

He praised the interim government for taking this public welfare-oriented step.

The Cyber Protection Ordinance aims to ensure cyber security, prevent and address cybercrimes, and facilitate investigation and judicial proceedings.

However, TIB expressed concerns that the draft ordinance, which mirrors the Digital Security Act and Cyber Security Act, could potentially restrict citizens' freedom of speech and expression.

Dr Iftekharuzzaman said: “The draft was available on the government website for only three working days, which has now expired and been removed. Reports indicate that the ordinance already received initial approval from the Advisory Council on December 12, 2024.”

He warned that finalizing such a crucial ordinance without sufficient analysis and inclusive stakeholder feedback risks defeating its core purpose.

To ensure a fair and effective outcome, TIB urged the government to allocate a minimum of one month for stakeholders and experts to thoroughly review the draft.

“An inclusive and careful analysis will ensure the ordinance meets its objectives without compromising freedom of speech and expression,” he added.

TIB reiterated its hope that the ordinance would prioritize citizens' rights while strengthening cyber security in the country.
