The government has ordered fresh probes into the grid disaster of October 4, this time to identify the faults in the part of the distribution companies.
On Sunday, two officials of the Power Grid Company of Bangladesh (PGCB) were suspended for negligence of duty based on primary inquiry reports by the ministry and the PGCB.
On that afternoon, State Minister for Power Nasrul Hamid announced that the responsible persons of the distribution company would be found and brought under punishment within this week. A day later, the four committees were formed.
He earlier said there was an imbalance between demand and supply in the eastern region of Bangladesh. The system dropped below the frequency range and the power system became unstable due to the under-frequency, causing the eastern power plants to trip. This caused the blackout.
According to primary findings, the distribution companies were asked by the National Load Dispatch Center (NLDC) on the day of grid failure to draw less power. But not doing that led to the grid failure. The main task of the new committees will be to find those who disobeyed the instructions of the NLDC.
The managing directors of Dhaka Electricity Supply Company (Desco) and Dhaka Power Distribution Company (DCPC) confirmed to Bangla Tribune the news of setting up an inquiry committee. The inquiry committee has been asked to identify the responsible persons and submit a report within the next three days.
Desco Managing Director Kausar Amir Ali told Bangla Tribune: "We have formed a three-member investigation committee on the instructions of the ministry. The committee has been asked to submit its report within the next three days.”
Managing Director of DCPC Bikash Dewan told Bangla Tribune that their committee has representatives of the ministry.
Rural Electrification Board (REB) formed a three-member committee headed by the chief engineer (planning and development). They have been given three days to submit a report.
Bangladesh Power Development Board (PDB) sources said their chief engineer (generation) was made head of the committee.
Western Zone Electricity Distribution Company (Ozopadico) and Northern Electricity Supply Company (Nesco) did not form a committee as there were no grid disruptions.
