Former Jamalpur deputy commissioner (DC) Ahmed Kabir has been demoted, as a result of a video, which was leaked and went viral in 2019, showing him in a compromising position with a female colleague.
The Ministry of Public Administration issued a gazette notification in this regard on Thursday, also disclosing that he would never be promoted further.
However, it is a minor punishment compared to the offence he committed, per the Government Employees (Discipline and Appeal) Rules, 2018.
According to the rules, the provisions of punishment for such offence are demotion to lower rank or lower salary grade, compulsory retirement, elimination from service, and dismissal. The lightest punishment is to be demoted to a lower grade.
The punishment was given considering the future of his family and children, officials say.
Ahmed Kabir is currently ranked as a fifth grade official, as a deputy secretary. Due to the punishment, he will now be downgraded to the sixth grade, and will receive the minimum salary under that grade.
After the video came to light, he was suspended as the deputy commissioner of Jamalpur on September 25, 2019. Before that, he was made an officer on special duty on August 25.
The lurid video of Ahmed Kabir and his female colleague was captured in 2019, before being uploaded from a Facebook account of a man named Khandakar Shohel on August 22, 2019.
It was taken down the next day, but made the rounds on social media, drawing criticism from the netizens.
The government subsequently formed a probe body over the scandal.
