There are still debates on how Bangladesh Telecommunication Regulatory Commission (BTRC) would implement the High Court order asking to block access to the online game “Blue Whale” within six months.
The game is only available to potential victims through email or in-box messages of social networking platforms. So, it is quite difficult to track down and block its sources.
However, the BTRC is making a serious effort to block access to the harmful game, which actively attempts to trigger suicide among its players.
The game is not available in the Google Play Store, or the Apple App Store. It is basically a set of instructions sent to a potential victim primarily through social media platforms.
The instructions start of easy and trivial, but always ends by asking the player to commit suicide.
These instructions can come through the dark web, which is itself a part of the deep web.
The Wikipedia defines the dark web as a small part of the deep web, that is not indexed by search engines. It is only accessible to a user through special softwares, encryption methods, IP configuration, and a set of proxy servers.
As the deep web is not indexed by any search engine and makes use of proxy servers, it is significantly difficult to track down the identity and the location of a user.

As most Blue Whale administrators [people who send instructions to the victims] use social networking platforms or dark web to deliver invites and instructions, tracking and blocking these culprits will be a daunting task for the BTRC.
Commenting on the matter, State Minister for Information and Communication Technology Zunaid Ahmed Palak told the Bangla Tribune: “Raising awareness against this game is the first step. We must remain vigilant to stop its spread among our family, friends and everyone else.
“We are tracking those who are trying to spread the game through social network platforms such as Facebook. BTRC and the intelligence agencies are working to block links to the game as soon as it’s detected.”
Meanwhile, BTRC Secretary Sarwar Alam assured that access to the game can be blocked by banning corresponding IP addresses or URLs.
He further added: “information about the game or its players can be reported to BTRC information commission through the hotline- 2872.”

Speaking on the issue, Internet Service Providers Association, Bangladesh (ISPAB) President and also BD Hub Managing Director Aminul Hakim told the Bangla Tribune: “The game is being blocked by content basis. Any search query related to Blue Whale is being sent through a content filter, to help block access to harmful content.
“We have been instructed by the BTRC to block access to the game, because to be honest, the game itself cannot be blocked,” said the ISPAB president. The article was first published on Bangla Tribune
