Prof Dr Mobasser Monem from the Department of Public Administration at the University of Dhaka has been appointed as the new chairman of the Bangladesh Public Service Commission (PSC).
The information was announced in a notification signed by Nilufa Yasmin, senior assistant secretary of the Ministry of Public Administration, on Wednesday under the directive of the president.
According to the notification, as per Article 139(1) of the constitution, he will hold the position of chairman of the PSC from the date of assuming office for a term of 5 years or until he reaches the age of 65, whichever comes first.
Mobasser Monem is replacing the previous chairman, Md Sohorab Hossain.
Sohorab, a retired senior secretary, assumed the position of PSC chairman in September 2020.
He submitted his resignation along with 12 other members to the president on Tuesday.
After the fall of the Awami League government, there were demands for the resignation of the PSC chairman and the entire commission.
In this context, the chairman of this constitutional body stepped down a year before completing his five-year term.
According to the Bangladesh Public Service Commission Act of 2023, the commission can consist of a chairman and no fewer than six and no more than 20 members.
Dr Mobasser Monem holds a PhD from the University of London and has completed post-doctoral research at both Sussex University and the University of Heidelberg. His research expertise lies in governance, public sector innovation, and comparative public policy.
Dr Mobasser has authored two books, contributed to numerous publications, and published over 100 scholarly articles and technical reports, with half of them appearing in internationally recognized, indexed academic journals.
Additionally, he has served as a consultant for various international organizations, playing a significant role in shaping public sector management and development practices in Bangladesh.
