NBR: 10-30 count cotton yarn refers to single count yarn

The National Board of Revenue (NBR) has issued a clarification regarding the order concerning the withdrawal of bond facilities and the provision for importing 10–30 count cotton yarn against bank guarantees.

According to an order issued on Thursday (29 October), the "10–30 count cotton yarn" mentioned in two previous directives specifically refers to 10–30 single count cotton yarn.

Signed by NBR Second Secretary (Customs: Export and Bond) Kazi Raihanuzzaman, the order noted that on 7 September, the bond facility for importing 10–30 count cotton yarn was withdrawn to protect local industry interests and streamline raw material access for genuine exporters.

Under that rule, genuine exporters holding warehouse licenses were permitted to import against bank guarantees. The order was subsequently amended on 8 October.

The directive further stated that these measures were adopted in line with decisions made at the first meeting of an inter-ministerial committee formed to review and resolve existing issues in the textile sector.

Issued under the powers conferred by Section 266 of the Customs Act, 2023, the order takes effect immediately.
