Why NCP delayed signing July Charter sparks buzz on social media

July National Charter (Constitutional Reform) was signed during a programme held at the South Plaza of the Jatiya Sangsad Bhaban at 5:05pm on October 17 in 2025 .

Following the endorsements of various political parties, Professor Dr. Muhammad Yunus, chief adviser and chairman of the National Consensus Commission, appended his signature to the accord. While most major political parties in the country supported the charter, the National Citizen Party (NCP) initially refrained from signing.

Questions soon arose on social media regarding the NCP’s initial abstention and its subsequent decision to endorse the agreement. Responding to these queries, NCP joint convener Sarwar Tushar stated, “With the ‘Yes’ vote prevailing in the referendum, a legal basis has now been established. As today marks the Chief Adviser’s final day in office, we will attend as a gesture of respect.”

When asked whether there was any significant difference between the previous and the current signature, Tushar technically avoid the query and said, “I believe the process of implementing the certificate has now begun. An implementation council will be formed soon and six of our leaders will be present there. It is also being considered that they could play a strong role in the implementation.”

Earlier, on Monday afternoon, it was reported that representatives of the National Citizens’ Party (NCP) would visit the chief adviser’s residence in Jamuna to sign the July Charter. The delegation will be led by the party convener, Nahid Islam.

NCP’s joint chief coordinator, Mahabub Alam, confirmed it to Dhaka Tribune in the afternoon.
