Chief Election Commissioner Kazi Rakibuddin Ahmad says it is up to the leaders to end the existing political deadlock in the country.
"They [leaders] understand public sentiment, they are capable enough to make decisions," he said, talking to media at the Election Commission on Wednesday morning.
"We are nothing but referees," he added.
The commissioner was briefing media after holding a one-hour meeting with a delegation of the European Union at his office.
"We discussed technical issues. They [EU] are our friends."
Elaborating further, the commissioner said he sought support in favour of video surveillance in all the polling stations to monitor elections.
He said the commission usually fixes poll schedules about 40 days ahead of the elections. During this time the commission will call for international observers.
"EU observers will come, but before that we will have an agreement."
The commissioner said his office was confident of holding a free, fair and neutral elections in which he hoped all concerned political parties would participate.
Earlier in the day, William Hanna, EU ambassador to Bangladesh, led a six-member delegation to the Election Commission for the meeting.
