The National Human Rights Commission (NHRC) has commented that the incident of explosion in the oxygen plant in Sitakunda of Chittagong and the building in the science lab area in Dhaka is despicable.
This state organization made this comment in a press release sent to the media on Sunday.
The commission said that the repeated blasts were a threat to the right to life. Apart from this, they also commented that the casualty incident in Panchagarh based on religious beliefs is very despicable.
According to the notification, a loud explosion occurred in an oxygen plant in Bhatiari union of Sitakunda upazila in Chittagong. Five people were killed and at least 30 injured in the blast.
On the other hand, a fire occurred after an explosion in a building in the science laboratory area of the capital.
Witnesses said that the adjacent building was damaged due to the explosion of an electric transformer.
Earlier, a similar explosion at the BM depot in Chittagong's Sitakunda caused massive loss of life and property.
The commission felt that, just as the companies have responsibility in these incidents, the related regulatory institutions of the government cannot avoid its responsibility. To prevent such incidents a committee may be formed at the national level with experts in the matter. If effective measures are taken as per their recommendations, it will be possible to solve such problems in the long run.

The press release also mentions that the secretary at the Ministry of Labour and Employment has been asked to identify those involved in the explosion incident and send a report to the commission to take necessary measures to prevent the recurrence of such incidents and to punish those involved.
On the other hand, the casualties in Panchagarh due to religion-based violence are extremely deplorable, said the commission. The commission felt that these incidents will be repeated if all those involved in this incident are not brought under the law and punished properly.
The commission has taken some steps in this incident which include finding whether there was any negligence on the part of law enforcement agencies in taking preventive measures and whether excessive force was used to quell the protests and attacks.
According to section 17 of the National Human Rights Commission Act, 2009, the deputy commissioner of Panchagarh has been directed to send a detailed report to the commission to investigate the actual incident.
The superintendent of police of Panchagarh has been advised to be more vigilant and play an active role to ensure the safety of human life and property to prevent any untoward incidents in the future.
