The distribution of free cigarettes at a concert organized by Ducsu and Spirit of July at Dhaka University’s central field has sparked widespread criticism.
The incident occurred on Saturday night at the university’s central field, where Abul Khair Tobacco Company set up a stall to distribute complimentary cigarettes.
The distribution violates Section 6(b) of the Smoking and Tobacco Products Usage (Control) Act 2005 (amended in 2013), which stipulates that the sale of tobacco and tobacco products within 100 metres of educational institutions, hospitals, clinics, sports facilities and children’s parks is punishable by a fine of Tk5,000.
It also violates Sections 5(b) and 5(c) of the same Act, which prohibit the free distribution of tobacco products and the sponsorship of events by tobacco companies.
Violations of the Act carry penalties of up to three months’ imprisonment, fines of up to Tk1,00,000, or both. The government also recently increased fines for smoking in public places from Tk300 to Tk2,000 on December 30.
Regarding responsibility for the incident, Ducsu Literature and Culture Secretary Musaddik Ali Ibne Mohammad told Dhaka Tribune that he was only aware of a designated “smoking zone” at the event and was unaware of the free distribution of cigarettes.
He said the arrangement may have been made by Ducsu’s co-organizer, Spirit of July.
However, Ehsan Dhrubo, one of the main organizers from Spirit of July, could not be reached for comment despite several attempts by this correspondent.
From the university administration, Proctor Saifuddin Ahmed also did not respond to multiple calls, while Pro Vice-Chancellor (Administration) Sayema Haque Bidisha told Dhaka Tribune via text message that she was in a meeting.
Dhaka University students have expressed strong disapproval on Facebook. Sakib Biswess, a student of Bijoy Ekattor Hall, questioned whether Ducsu was encouraging students to use drugs.
During the concert, Musaddik Ali Ibne Mohammad also campaigned for a referendum, prompting students to respond to his slogans with satirical counter-chants.
Later, Musaddik Ali expressed regret on Facebook over the mismanagement and the distribution of cigarettes, stating that he was not personally involved in sponsor negotiations. Despite opposition from other Ducsu members, he said he remained committed to organizing the concert for students who enjoy such events.
