The new government has pledged to transform the country’s education sector from expenditure sector into prime investment for human resource development, positioning it as a key project of nation-building.
As part of its 2026 election commitments and to realize Prime Minister Tarique Rahman’s vision, the Ministry of Education on Thursday unveiled a comprehensive 12-point agenda aimed at enhancing educational quality, increasing budget allocation, and implementing structural reforms.
The agenda was placed by State Minister for Education, Primary and Mass Education, Bobby Hajjaj at a press briefing held at the Secretariat on 19 February.
Education Minister A N M Ehsanul Haque Milon also spoke at the briefing.
At the press conference, Bobby Hajjaj outlined the ministry's 12-point agenda for policy reforms and development and a specific roadmap.
The government aims to allocate 15–20 percent of total expenditure to the education sector, in line with international standards, the state minister announced.
To achieve this target, the Ministry of Education will implement a three-year Fiscal Uplift Plan in coordination with the Ministry of Finance.
Highlighting that a large portion of the development budget went unutilized in past years, the minister described it as a “loss of opportunity for students.” He added that, moving forward, development projects will be implemented on a milestone basis and with full transparency.
The minister also said that E-GP (Electronic Government Procurement) and pre-procurement planning will become mandatory starting in June.
Meanwhile, Bobby Hajjaj emphasized the integration of technical education from the secondary level. He announced the introduction of a bridge course combining technical and general education to ensure that no student’s career path ends prematurely.
The government has decided to make the study of a third language mandatory alongside Bangla and English, reflecting the growing global demand for skills in the labor market and higher education, he said.
Addressing recent reforms in the education system, the state minister highlighted significant changes in textbooks and examinations. He said an item bank and blueprint-based examination system will be introduced to promote creative thinking and reduce reliance on rote memorization.
The minister also announced the launch of the Higher Education and Research Innovation Grant, aimed at transforming universities into centers of knowledge and innovation, rather than purely teaching institutions.
Additionally, Bobby Hajjaj stated that plans are underway to provide loans for talented students and offer special assistance for pursuing higher education abroad, underscoring the government’s commitment to supporting academic excellence.
To enhance transparency in education administration, a public dashboard will soon be launched on the Ministry of Education’s website, he announced. The dashboard will allow citizens to monitor project progress, track book distribution, and check class hours.
The State Minister of Education said, “We will not do politics with education. Our focus is on nation-building through education. Prime Minister Tarique Rahman prioritizes capacity building over certificates, and the Ministry of Education is committed to realizing that vision.”
