Hawkers operating in areas under Dhaka South City Corporation (DSCC) will soon be required to obtain identification cards and registration numbers, while their businesses will be restricted to designated areas under a new regulation being considered by the city corporation.
DSCC Administrator Md Abdus Salam disclosed the plan on Wednesday during an exchange of views with members of the Dhaka Utility Reporters Association.
“Hawkers will not be allowed to occupy roads. However, they may be given an opportunity to operate on some sections of wide footpaths,” he said.
“There are plans to launch weekend markets on Fridays and Saturdays and a night market in Motijheel after office hours. There are also plans to provide toilets and sanitation facilities for hawkers at these designated places,” he added.
Regarding waterlogging, Salam said many areas lack adequate drainage routes and systems to remove rainwater quickly.
“The drainage system in Dhanmondi, New Market, Dhaka College and Green Road areas has been affected as an old drainage route serving those areas has been closed,” he said, adding that a long-term drainage system was needed to restore proper water drainage.
He said pumps had been purchased to provide an immediate solution to waterlogging.
“Previously, rainwater used to remain stagnant in some areas for several days. Now, efforts are being made to remove the water within a few hours using pumps,” he said.
Salam said many drains in Old Dhaka were old and in fragile condition, while excavation work was limited during the rainy season.
He also blamed plastic bags and other waste thrown into drains for obstructing water drainage.
“Without public awareness, it is not possible for the city corporation alone to solve the problems of waterlogging and cleanliness,” he said.
Regarding dengue prevention, Salam urged residents to prevent water from accumulating, particularly on private premises where city corporation workers cannot enter.
On battery-powered rickshaws, he said there were plans to introduce area-based restrictions, with rickshaws operating only within designated areas. Some roads could also be declared off-limits after necessary laws and policies are formulated.
Salam urged citizens and the media to work with the city corporation to improve Dhaka.
“If the people, media and city corporation work together, it will be possible to change the face of Dhaka city within the next two years,” he said.
