Court orders ex-DB officer Nazmul, 3 others to appear in fraud case

A Dhaka court on Wednesday took cognizance of the investigation report in a fraud case filed against former Detective Branch (DB) senior assistant police commissioner Md Nazmul Haque and three others, and ordered them to appear before the court on August 19.

Dhaka Metropolitan Magistrate Mahbub Alam passed the order after accepting the investigation report submitted by the Criminal Investigation Department (CID).

The other accused are former Dhanmondi police station officer-in-charge (OC) Muhammad Saiful Islam, Saidur Rahman Habib and Mokarram Hossain Jimmy.

The order came after complainant Majumdar Arifur Rahman appeared before the court. During the hearing, the complainant's lawyer, Afzal Hossain Mridha, sought arrest warrants against the accused. However, the court directed them to appear instead.

According to court documents, Arifur Rahman filed the case in 2024 over allegations that his brother, businessman Atikur Rahman, was coerced into signing multiple cheques while in police remand in January 2020.

The CID submitted its investigation report to the court on May 21.

According to the report, investigators found evidence supporting allegations against Nazmul Haque, Saiful Islam, Saidur Rahman Habib and Mokarram Hossain Jimmy under Sections 420 (cheating), 506 (criminal intimidation) and 109 (abetment) of the Penal Code.

The report states that Atikur Rahman had imported machinery for his sweater manufacturing businesses through loans obtained from Saidur Rahman Habib. A dispute later arose over repayment, leading to both civil and criminal proceedings between the parties.

Investigators alleged that after Atikur Rahman's arrest in January 2020, he was taken to the DB office for questioning, where he was allegedly intimidated and induced to sign 76 cheques in Habib's favour while in remand. The report further alleges that the cheques were obtained as part of an effort to settle the dispute.

The allegations will now be examined during the trial proceedings.
