Secretarial committee to discuss pay hikes today

A secretarial committee will discuss the hikes proposed by the pay commission in a meeting at the Cabinet Division today.

An official involved with the committee said it usually takes five to six sittings to finish reviewing the pay commission’s recommendations.

Sources said the secretarial committee is likely to give opinions on controversial issues such as deputation, contractual jobs and time scale and selection grades.

The six-member committee, led by Cabinet Secretary Muhammad Musharraf Hossain Bhuiyan, was given six weeks’ time to work out ways for implementing the pay commission’s recommendations.

Finance secretary, secretary to the prime minister, public administration secretary, defence secretary and housing and public works secretary are the five other members of the body.

The committee will also review recommendations for pay hike of the armed forces’ personnel.

According to that committee’s recommendations, there will be 16 grades; the lowest monthly salary for non-combatant enrollment or civil administration staff is proposed to be Tk8,200; the highest Tk1 lakh for a general. A major general will get Tk84,000 and a lieutenant general Tk88,000 per month. At present, there are a total of 183,851 personnel working under the Armed Forces.

The finance minister received recommendations from the 8th National Pay and Services Commission (NPSC), led by former Bangladesh Bank governor Mohammd Farashuddin, on December 21.

The commission recommended doubling the salaries, plots for group housing and establishment of bank for loan at single-digit interest rates for public servants.

The highest salary of Tk 1 lakh was recommended for the cabinet secretary and principal secretary to the prime minister; currently their basic montly pay is Tk 45,000.

The government plans to implement the hikes from July. The commission was formed in November last year.

Currently, there are over 832,000 government employees and around 500,000 pensioners in the country.
