DIFE non-cadre officer recruitment to end by July

The recruitment of non-cadre Class I and Class II factory inspectors for the Department of Inspection for Factories and Establishments (DIFE) is likely to be completed by July as the Public Service Commission (PSC) has begun recruiting from the qualified Bangladesh Civil Service (BCS) candidates. 

The PSC started the hiring recruiting of almost 265 non-cadre officers after the Public Administration Ministry had issued gazette notification amending the non-cadre recruitment (special) rules on June 16.

The initiative to amend the rules was taken to recruit officers for the department to fulfill conditions set by the International Labour Organisation (ILO) and the US in order to have the  generalized system of preferences (GSP) restored.

Labour Secretary Mikail Shipar told the Dhaka Tribune the ministry had already sent requisition letter to the PSC to recruit officers for the department as the hiring process had been stalled for long due to lack of rules.

“They have responded positively and initiated hiring from the qualified BCS candidates who were selected earlier for cadre posts. The PSC will have to take no-objection clearance from them before they take the non-cadre posts, and the process has already begun,” he said. 

He said it might take up to mid-July to complete recruiting Class I non cadre factory inspectors. 43 such inspectors are expected to be recruited as 25 out of 67 have already been hired. One of the 25 has quit which is why the number of fresh recruits is 43.  

The provision of appointing qualified BCS candidates for Class I and Class II non-cadre posts was incorporated in the amended non-cadre recruitment (special) rules.

Although the provision of appointing Class II non-cadre officials was also included in the rules, it will take time to start recruitment for the posts as the authorities will first try to fulfill the posts of Class I officers. Recruitment of 222 Class II non-cadre officers will begin once that of Class I officials ends.

It thus may take the PSC the month of July to complete recruiting all 265 non-cadre Class I and Class II factory inspectors according to the requisition of the department and the Labour and Employment Ministry.

The department’s Inspector General Syed Ahmed told the Dhaka Tribune amendment of the rules paved the way for recruitment of Class I and Class II factory inspectors. 

“We have to appoint them soon to get GSP facilities back. It was a condition of the ILO. The department is now waiting for the recruitment order from the PSC. 25 Class I inspectors were appointed following amendment to the provision in March this year,” he added.
