The cabinet approved in principles draft of Youth Organisations (Registration and Control) (Amendment) Act, 2014 with provision of six-month jail and Tk50,000 fine for violation.
The proposed law includes provisions for registration application, conditions of registration and punishments for violation of the law.
A cabinet meeting, chaired by Prime Minister Sheikh Hasina, made the approval on Monday. Cabinet Secretary M Musharraf Hossain Bhuiyan briefed media later.
The proposed law plans to transfer the registration authority of youth organisations to the department of youth and development from social welfare.
There are about 14,000 youth organisations in the country, the secretary said. “The government has given emphasis on forming more such organisations in view for youth development.”
The provision for dissolving these organisations will remain same. It will be dissolved automatically for any major irregularities.
“The organisation authority will reserve the power for dissolving his organisation with the prior permission of the registration authority,” the secretary said.
A national youth council under leadership of youth and sports minister and another advisory council led by the premier will be formed to assist these organisations.
Director general of the department of youth development will be the central registration authority while the deputy directors of district offices will be the local registration authority.
